> A Punjab car licence is Rs 1,350 a year plus Rs 480 courier; a five-year Sindh car licence is Rs 1,260. Every category, renewal fines, the 42-day learner rule and the test.

**Driving licence fee in Pakistan, October 2026:** in Punjab a regular motorcycle licence is **Rs 450 a year** and a car licence **Rs 1,350 a year**, plus a one-off **Rs 480 courier fee** and a small test fee, on the official DLIMS fee table. The online learner licence is **Rs 500 per category**. In Sindh a five-year car licence is **Rs 1,260**. The fee is rarely the problem: the 42-day learner wait and the test are.

Below are the fee tables each province publishes, then the steps, in order.

## Driving licence fee in Punjab (DLIMS, checked 6 October 2026)

Punjab's licences are now issued through DLIMS, which runs on the provincial Dastak one-window service. Its fee page says the regular licence fee "is applicable for one year" and that a licence can be made for **1 to 5 years**, so you pay the yearly fee for each year you choose. The courier fee is paid once.

| Category | Test fee | Licence fee per year | Courier | 1 year total | 5 years total |
| --- | --- | --- | --- | --- | --- |
| Motorcycle | Rs 50 | Rs 450 | Rs 480 | Rs 980 | Rs 2,780 |
| Rickshaw | Rs 100 | Rs 400 | Rs 480 | Rs 980 | Rs 2,580 |
| Car or jeep | Rs 150 | Rs 1,350 | Rs 480 | Rs 1,980 | Rs 7,380 |
| Motorcycle and car | Rs 200 | Rs 1,350 | Rs 480 | Rs 2,030 | Rs 7,430 |
| LTV | Rs 150 | Rs 1,850 | Rs 480 | Rs 2,480 | Rs 9,880 |
| Motorcycle and LTV | Rs 200 | Rs 1,850 | Rs 480 | Rs 2,530 | Rs 9,930 |
| Tractor (agriculture) | Rs 50 | Rs 950 | Rs 480 | Rs 1,480 | Rs 5,280 |
| Tractor (commercial) | Rs 100 | Rs 1,400 | Rs 480 | Rs 1,980 | Rs 7,580 |
| Invalid carriage | Free | Free | Rs 480 | Rs 480 | Rs 480 |

Totals include the test fee once. In any combination the highest category's fee applies. The five-year column is our arithmetic from DLIMS's per-year fee; DLIMS shows the exact amount when it generates your PSID.

**Renewal in Punjab** costs the same yearly fee plus the Rs 480 courier. Renew late and DLIMS adds a fine: for a motorcycle, Rs 225 if you are 1 to 3 months late, Rs 450 at 3 months to a year, and Rs 1,125 after a year. For a car the fines are Rs 675, Rs 1,350 and Rs 3,375; for LTV, HTV and PSV categories Rs 925, Rs 1,850 and Rs 4,625. If you renew without the original card, the duplicate fee is added.

**Duplicate licence in Punjab:** Rs 100 (motorcycle, rickshaw, commercial tractor), Rs 150 (car or LTV) or Rs 200 (combinations, HTV, PSV), plus the Rs 480 courier.

**International driving licence from Punjab:** the same yearly fee as the regular licence plus Rs 480 courier. Three years for a car costs Rs 4,050 plus courier, Rs 4,530 in all.

## Driving licence fee in Khyber Pakhtunkhwa

On the Peshawar Traffic Police fee page (last read 18 September 2026; the site refused our request on 6 October): learner permit Rs 250, medical Rs 110, driving test and e-test Rs 250, new licence Rs 1,000, renewal Rs 1,000 within a month of expiry, Rs 1,500 after a month and Rs 3,000 once three years expired, duplicate Rs 1,000, and international driving permit Rs 5,000. Confirm at the licensing office before you pay.

Islamabad and Balochistan are not in this table yet: their licensing sites (Islamabad Traffic Police DLIMS and Balochistan DLIMS) did not load for us on 6 October 2026, and we only print fees we have read at the source.

## Step 1: Get the learner licence

You cannot apply for a full licence without one.

- **Punjab:** apply online on DLIMS (now through Dastak). Upload a face photo and both sides of your CNIC; over-50s also need a medical certificate signed by a government doctor. Generate the PSID, pay **Rs 500 per category** by ATM, internet or mobile banking, and print the learner licence from your account straight away.
- **Minimum ages in Punjab:** 18 for motorcycle and car, 21 for LTV, rickshaw, tractor and commercial, 22 for HTV.
- **Sindh:** learner licence Rs 50 (motorcycle) to Rs 150 (combinations), at a DLS branch or a learner mobile unit.
- **KP:** learner permit Rs 250 plus the Rs 110 medical.

## Step 2: Wait out the 42 days

In Punjab the regular licence application needs a learner licence held for at least **42 days** and still valid (six months). This is the most common reason people are turned away. Apply for the learner the day you decide you want a licence, not the week you need one.

## Step 3: Documents for the regular licence

1. Original CNIC and a copy
2. Your learner licence, held 42 days or more and still valid
3. Medical certificate (a government doctor's fitness certificate if you are 50 or over)
4. Photographs, if your office asks for printed ones
5. The PSID payment confirmation (Punjab) or the fee receipts (Sindh, KP)

## Step 4: The tests

There is a computerised sign test on the Highway Code and a road test. In Punjab the road test must now be taken **within 24 hours of passing the e-Sign test** ([our report](/news/pakistan/punjab-driving-licence-road-test-now-due-within-24-hours-of-the-e-sign-test)); miss it and you repeat the e-Sign stage. Take your vehicle on the same visit.

## Step 5: Pay, collect and verify

Punjab sends the card by courier (that is the Rs 480). Track the application on DLIMS, and once it arrives, verify it the way any traffic warden will: [driving licence check online](/guides/cars/driving-licence-check-online-dlims-punjab-sindh).

## Five mistakes that cost people a second trip

1. **Applying before day 42.** The learner clock is the binding limit in Punjab.
2. **Letting the learner expire.** Six months in Punjab; if it lapses you pay again.
3. **Booking the road test for another day in Punjab.** The 24-hour rule after the e-Sign test is enforced.
4. **Paying for the wrong number of categories.** The Punjab learner fee is per category: motorcycle and car is two.
5. **Renewing late.** In Punjab a car licence renewed more than a year late carries a Rs 3,375 fine on top of the fee.

## What it adds up to

A Punjab motorcycle licence for five years: Rs 500 learner, Rs 50 test, Rs 2,250 in licence fees and Rs 480 courier, about **Rs 3,280** plus the medical if you need one. A Karachi car licence for five years: Rs 100 learner, Rs 1,260 licence, Rs 250 lamination, Rs 65 NADRA, Rs 100 medical and Rs 38 delivery, about **Rs 1,813**.

Once you are driving, the running costs are the bigger number. Work out a trip on the [fuel cost calculator](/tools/cars/fuel-cost-calculator) at today's [petrol price](/data/petrol-price), your token tax on the [token tax calculator](/tools/cars/token-tax-calculator), and a transfer on the [vehicle transfer fee calculator](/tools/cars/vehicle-transfer-fee-calculator).

Fees change by notification. Every figure above is dated to the day we read it at the province's own site.

Correction, 6 October 2026: the Punjab licence fees in the earlier version of this guide (Rs 550 for a motorcycle, Rs 900 for a car, valid five years, and a Rs 60 learner ticket) came from the Punjab Traffic Police page. The official DLIMS fee table, which is what applicants now pay through, shows a yearly fee (Rs 450 motorcycle, Rs 1,350 car) plus a Rs 480 courier fee, and Rs 500 per category for the online learner licence. The tables above use the DLIMS figures.
