Every province has a portal; here is each one. A registration book can be forged and a number plate can be moved; the excise department's record cannot. Each province keeps its own motor vehicle registration database and each offers a free public lookup by registration number. Check it before you hand over a token, and again on the day you pay. ## What a lookup shows The public record returns the registration number, the **owner's name** (often partly masked), the **make, model and year**, the **engine and chassis numbers**, the registration date, and the **token tax** position (paid up to which year, or arrears). Match the engine and chassis numbers to the stamped numbers on the vehicle itself and to the registration book; a mismatch on any one of them is the end of the deal, whatever the seller says. ## Punjab (MTMIS) Open **mtmis.excise.punjab.gov.pk**, choose Vehicle Verification, type the registration number as it appears on the plate (letters then digits, for example LEA-1234 or ABC-123) and search. The record shows owner, vehicle details and tax status. The same portal is used for Lahore, Rawalpindi, Faisalabad, Multan and every other Punjab registration; plates issued by the old district offices are in the same database. ## Sindh, including Karachi Open **excise.gos.pk** and choose the vehicle search (Vehicle, then Vehicle Search). Enter the registration number to see the owner and vehicle details and the tax position. Sindh also lists the schedule of motor vehicle tax on the same site. ## Islamabad The Excise and Taxation Department of Islamabad's site, **islamabadexcise.gov.pk**, has a vehicle verification lookup for ICT-registered plates. Islamabad registrations moved to the new smart card and plate system in recent years; a lookup on the old number still resolves. ## Khyber Pakhtunkhwa KP's MTMIS is at **mtmis.kp.gov.pk** (linked from kpexcise.gov.pk). Enter the registration number for owner, vehicle and tax details. ## Balochistan, AJK and Gilgit-Baltistan These departments do not yet offer a public online lookup; verification is done at the excise office of the registering district with the registration number and a copy of the book. Budget a day for it. ## What to do with the result - **Owner name differs from the seller's**: ask for the open letter (a signed transfer form) and the previous owner's CNIC copy; if the vehicle has changed hands more than once on open letters, the transfer will be slow and the tax arrears are yours. - **Token tax in arrears**: arrears and penalties transfer with the vehicle. Replaced engines must be endorsed in the record; anything else is a tampered or stolen vehicle. - **No record found**: a plate from another province, a very recent registration, or a fake. Ask which excise office registered it and check there. ## Transfer after purchase The transfer is done at the excise office of the registering district (or online in Punjab through the e-Pay Punjab app for the fee, with a visit for biometrics): both parties' CNICs, the registration book, the sale receipt and the transfer form, plus the transfer fee and any arrears. Until the transfer is recorded, fines and liabilities attach to the registered owner, which is why sellers should insist on it as much as buyers. ## Frequently asked questions **Is the online check enough?** It confirms the record. It does not confirm that the vehicle in front of you is that record; matching the stamped engine and chassis numbers is the second half. **Can I check a bike the same way?** Yes; motorcycles are in the same databases under their registration numbers. **Is there a fee?** No; the provincial portals are free. Third-party apps that charge for the same lookup are reading the same public record. **The seller only has a photocopy of the book.** Do not pay.
