> Cybercrime complaints moved from the FIA to the NCCIA in 2025. The portal, the helpline, what evidence to collect first and the mistakes that stall a complaint.

**To file an FIA cyber crime complaint in 2026, you no longer go to the FIA.** Since April 2025, cybercrime complaints in Pakistan are handled by the **National Cyber Crime Investigation Agency (NCCIA)**, which replaced the FIA's Cybercrime Wing as an autonomous agency, [Arab News reported](https://www.arabnews.pk/node/2603229). You can complain online at **complaint.nccia.gov.pk**, by calling the **1799** cyber helpline, or through police emergency **15**. This guide covers each route, the evidence to collect first and the mistakes that get complaints stuck.

## Quick answer

| Route | How | Best for |
| --- | --- | --- |
| Online portal | [complaint.nccia.gov.pk](https://complaint.nccia.gov.pk/) | Most complaints, with screenshots and documents |
| Helpline | Call **1799** | Reporting quickly and getting guidance |
| Police emergency | Call **15** | An urgent threat; cyber complaints are passed to NCCIA |
| Your bank | The number on the back of your card or in your banking app | Money taken from your account: call first, then complain |

## What NCCIA handles

NCCIA investigates offences under the **Prevention of Electronic Crimes Act (PECA) 2016**, amended in January 2025: hacking of accounts and devices, online harassment and blackmail, impersonation and fake profiles, data breaches, online financial fraud, and the misuse of someone's pictures or personal data. Offences under PECA can carry prison terms and fines of up to Rs 2 million, Arab News reported.

It does not resolve ordinary consumer disputes (an online shop that sent the wrong item) or SIM issues alone. For SIMs registered on your CNIC, check with the PTA's 668 service first ([our guide](/guides/telecom/how-to-check-sims-registered-on-your-cnic-668-sms-and-cnicsimspk)).

## Step 1: Secure your accounts and your money

1. **If money left your account**, call your bank's helpline at once and ask it to block the card or account and flag the transaction. Banks can sometimes stop a transfer that has not yet settled; NCCIA cannot reverse it for you.
2. **If an account is hacked**, use the platform's own recovery page (WhatsApp, Facebook, Instagram, Gmail), change passwords on any account that shares the same password, and turn on two-step verification.
3. **Do not pay a blackmailer** or keep negotiating. Stop replying, but do not delete the chat.

## Step 2: Collect the evidence NCCIA asks for

In guidelines posted on X in September 2026, NCCIA said every complaint should come with evidence, [ARY News reported](https://arynews.tv/nccia-issues-guidelines-for-citizens-on-registering-cybercrime-complaints-effectively):

- **Screenshots** of the offence on WhatsApp, Facebook, X or any other platform, showing the message, the date and time, and the sender's number or profile.
- **Contact numbers** used by the other person.
- **Transaction details** for fraud: the amount, date, your account, the receiving account or wallet number, and the transaction ID or reference.
- **Profile links** (the full URL of the fake or abusive account), not only a screenshot of the name.

Keep the originals. Do not crop the date or the number out of a screenshot, and save voice notes and files rather than forwarding them.

## Step 3: File the complaint

1. **Online:** open [complaint.nccia.gov.pk](https://complaint.nccia.gov.pk/) (it may show a short security check before loading), enter your own details and CNIC, describe what happened in order with dates, and attach your evidence. NCCIA's director general ordered "100 percent digital registration of public complaints" in October 2026, with daily monitoring of how quickly they are handled, [APP reported](https://www.app.com.pk/?p=1298834), so the online route is the one that is tracked.
2. **By phone:** call **1799**, launched by Interior Minister Mohsin Naqvi in June 2025 for cybercrime complaints.
3. **Through 15:** NCCIA has connected police 15 emergency systems in several provinces and big cities, and cyber complaints made there are forwarded to it, [APP reported](https://www.app.com.pk/?p=1292933).

Write down or save any complaint number you are given; you will need it to follow up.

## Step 4: Follow up

An NCCIA officer reviews the complaint and may call you to verify your identity and evidence, or ask you to come to the nearest NCCIA circle office. Expect a wait: the agency received **22,500 complaints in 2025**, registered **620 cases** and secured **26 convictions**, with each officer handling about 565 complaints on average, its director general told a parliamentary committee, [The Express Tribune reported](https://tribune.com.pk/story/2583707/nccia-received-22500-complaints-alone-in-2025). A clear complaint with complete evidence is far more likely to become a registered case.

## Fees

Filing a complaint with NCCIA is **free**. Anyone who asks you for money to "speed up" a cyber complaint, or who calls claiming to be an NCCIA officer and asks for a payment or your banking OTP, is a fraudster.

## Common mistakes

- **Going to the FIA website out of habit.** Cybercrime moved to NCCIA in 2025.
- **Deleting the chat** in anger before taking screenshots.
- **Sending evidence without dates or numbers**, which NCCIA cannot trace.
- **Waiting days before calling the bank** after a fraud.
- **Filing several duplicate complaints**, which slows the one that matters. Add new evidence to your existing complaint instead.
