## 1. The visa: SAR 300, but you cannot pay it yourself

The Saudi Ministry of Hajj and Umrah sets the Umrah visa fee at **SAR 300**, about **Rs 22,200**.

The important part for Pakistani pilgrims: you cannot apply directly on Nusuk. An Umrah visa is not issued to an external applicant without a service package that covers, at minimum, accommodation and transport. Every Pakistani application must go through a tour operator licensed and attested by the **Ministry of Religious Affairs and Interfaith Harmony**.

So the SAR 300 is a floor, not the price. Once mandatory medical insurance, the Nusuk service package and the operator's processing charge are added, the visa line on your invoice typically lands at **Rs 48,000 to Rs 65,000 per person**.

**Validity rules that catch people out:** since October 2025 the entry window is **30 days** from issuance, cut down from 90. You must enter Saudi Arabia within those 30 days. Once inside, your permitted stay is up to **90 days**, and it cannot be extended.

## 2. Flights: the single biggest swing

Return airfare is where seasons hit hardest.

Direct flights on PIA and Saudia run **Rs 15,000 to Rs 35,000 more** than connecting itineraries. Before you save that money, check the baggage allowance: direct carriers commonly allow 40 to 46 kg against 20 to 30 kg on connections. If you plan to bring back zamzam, dates and gifts, the excess baggage charge on a cheap connecting ticket can wipe out the saving.

## 3. Hotels: you are paying for metres, not stars

Quad sharing means four people to a room. A double or triple costs materially more per head, and a single room is the most expensive way to travel.

Distance is the honest variable. A 3 star at 900 metres and a 5 star at 200 metres are both "walking distance" in a brochure. In practice, for elderly parents doing five prayers a day in Makkah heat, those 700 metres are the difference between a comfortable trip and a hard one. Pay for proximity before you pay for star rating.

## 4. Ground transport and food

- Airport transfers: Rs 2,500 to Rs 4,500
- Intercity coach between Makkah and Madinah: Rs 4,500 to Rs 7,000
- Ziyarah tours: Rs 2,500 to Rs 6,000
- Food, if not included: **Rs 4,000 to Rs 7,000 per day**

On a 12 night trip, unincluded meals alone are Rs 48,000 to Rs 84,000 per person. Always ask whether a quoted package is room only, breakfast only or full board. This is the most common place a cheap-looking quote hides money.

## 5. What full packages actually cost

Per person, quad sharing:

- **Economy, 3 star, 7 to 10 nights:** Rs 220,000 to Rs 340,000
- **3 star standard, 10 to 14 nights:** Rs 310,000 to Rs 420,000
- **4 star premium, 10 to 14 nights:** Rs 420,000 to Rs 580,000
- **5 star luxury, 10 to 21 nights:** Rs 600,000 to Rs 850,000 and above

**Ramadan adds 40 to 80 percent** to all of the above. The last ten nights are the most expensive days of the year to be in Makkah.

## 6. The costs nobody puts in the brochure

Budget a further **Rs 60,000 to Rs 170,000** for gifts and shopping, extra ziyarah, a local SIM, tips and medical supplies. Add currency exchange spread and any excess baggage.

A family of four on a mid-tier package should plan for the package price times four, plus Rs 240,000 to Rs 680,000 of everything else. That second number is the one that surprises people.

## 7. Before you pay: a checklist

1. **Verify the operator is licensed.** Ask for the Ministry of Religious Affairs and Interfaith Harmony attestation and check the licence number. An unlicensed agent cannot legally process your visa.
2. **Get the itemised quote in writing.** Visa, airfare, hotel with the property name and distance in metres, transport, meals. A single lump sum is not a quote.
3. **Confirm the hotel by name, not by star rating.** Then look it up yourself on a map and measure the walk.
4. **Ask what happens if the visa is refused.** What is refunded, what is not, and in how many days.
5. **Check the 30 day entry window** against your intended travel date before the visa is filed.
6. **Confirm meal basis** and room occupancy in writing.
7. **Never pay cash without a receipt** on the company's letterhead with the licence number on it.
