# Bike parts duty raised to 31% by ECC, tariff board member calls it a wrong decision

Motorcycle assemblers in Pakistan now face up to **31% additional customs duty** on a list of imported bike parts, after the Economic Coordination Committee (ECC) of the cabinet raised the rate at its meeting on Thursday 8 October. The **bike parts duty** increase has opened a public row over whether the government is breaking its own National Tariff Policy, which promised to lower trade barriers, not raise them.

## What the ECC decided on bike parts and tyres

The ECC, chaired by Finance Minister Muhammad Aurangzeb, amended SRO 693(I)/2006 on a summary from the Revenue Division, [Dawn reported](https://www.dawn.com/news/2035830/ecc-raises-duty-on-tyre-bike-parts-import) on 9 October. That SRO sets extra duties on parts that are made in Pakistan but which assemblers import in kit form.

- **Motorcycle parts:** additional customs duty (ACD) on parts imported by local manufacturers goes from **11% to 31%**, according to Dawn. The finance ministry's own statement, as quoted by The Express Tribune, puts it as 11% on these parts, rising to 31% where manufacturers import them instead of making them locally.
- **Radial tyres:** ACD up from **4% to 11%**, Dawn reported.
- **Stated aim:** an official statement said the change is meant to promote domestic manufacturing.
- **China exemption:** the same parts imported from China stay at **zero duty** under the Pakistan-China Free Trade Agreement.

## Why tariff experts object

Dr Rubina Athar, a member of the National Tariff Policy Board, called it a wrong decision at a panel on tariff reform held by the UK-funded REMIT initiative, The Express Tribune reported on 10 October. Her main complaint is procedural: the proposal never came to the board before it went to the ECC. She argued that years of import substitution have made local industry inefficient without helping consumers, and that some pressure is needed to make it compete. The Tribune described the move as the first decision since the tariff policy was approved that adds barriers instead of removing them.

Economist Dr Vaqar Ahmed said picking favoured sectors would undermine the purpose of the tariff policy. Zain ul Abideen, chief executive of Rubatech, took the opposite worry, warning that the tariff policy together with the new energy vehicle policy threatens the conventional auto industry.

## The government's side

- **FBR:** a spokesman said the proposal came from the Ministry of Industries and Production and was developed by the Engineering Development Board.
- **Commerce ministry:** it said auto-sector SROs fall outside the National Tariff Policy, as the Tariff Policy Board itself decided at a meeting on 6 June 2026, and that the Ministry of Industries reviews the SRO 693 list twice a year.
- **No auto policy:** the Auto Policy 2021-26 lapsed in June 2026 and no replacement has been approved, but the ministry said its notifications remain in force.

## What it means for bike buyers

The parts on the list are mostly body and fitting items rather than engines. Because the same parts come in duty-free from China, an assembler that buys them there sees no change; the 31% rate bites on parts sourced from other countries, and its purpose is to push assemblers to buy locally made versions. None of the reports cites a price change by any maker so far.
