Pakistan has completed its **fifth GSP+ review** with the European Union, Federal Commerce Secretary **Jawad Paul** announced on 18 September 2026. The next milestone is fixed: Pakistan must **formally reapply for GSP+ by 31 December 2028**.

## What GSP+ is worth

The Generalised Scheme of Preferences Plus gives Pakistani goods preferential, largely duty-free access to the European Union market. For a textile exporter in Faisalabad or a surgical instruments maker in Sialkot, it is the difference between competing on price in Europe and being priced out by tariffs that rivals outside the scheme pay.

It is not automatic and it is not permanent. Status is conditional on implementing international conventions, and it is reviewed periodically. Clearing a review means the arrangement continues; it does not extend the deadline.

## The date that matters

**31 December 2028** is a reapplication deadline, not a renewal notice. Officials said compliance with international obligations would help Pakistan transition into the EU's new regulatory framework, which is the substance behind the date: the scheme Pakistan reapplies under will not be identical to the one it holds now.

## What an exporter should do with this

Two years sounds long. For a manufacturer it is not, because compliance evidence is built from records that have to exist before they are audited, not assembled afterwards.

1. **Assume the bar rises.** The EU's newer framework leans harder on traceability and due diligence in supply chains than the scheme it replaces.
2. **Fix documentation at the supplier level now.** If you buy yarn, fittings or components from small mills, their records become your compliance problem.
3. **Do not price 2029 contracts on today's duty treatment.** Any long contract running past the reapplication should say what happens if preferential access changes.

## The currency side

Preferential access decides whether you can sell in Europe. The rupee decides what you earn when you do. The euro is at **Rs 318.49** and the dollar at **Rs 277.28**, with the rupee firming over recent sessions, which trims rupee earnings on the same euro invoice.
