> Open-market wheat fell from Rs 140 to Rs 130 a kilo after the first import ship docked, yet shop prices for flour and roti have barely moved. A second ship of 58,132 tonnes is due in Karachi today.

The atta price in Pakistan has hardly fallen for shoppers, even though imported wheat has started arriving. A 20kg flour bag cost up to Rs 3,540 in Karachi in the week to 29 October, the highest in the country, [Dawn reported](https://www.dawn.com/news/2041703/imported-wheat-fails-to-cut-flour-prices) from the Sensitive Price Indicator data.

## What changed at the mills

Open-market wheat fell to Rs 130 a kilo from Rs 140 after the first import ship, carrying 51,000 tonnes, berthed in Karachi on 28 October. Wholesalers put the average at Rs 132; millers quoted Rs 136 to 137. Mills cut their own rates by Rs 5 a kilo from early October:

| Flour type | Mill price now (per kg) | First week of October |
|---|---|---|
| No 2.5 atta | Rs 156 | Rs 161 |
| Maida | Rs 168 | Rs 173 |
| Fine flour | Rs 171 | Rs 176 |

## What you pay in the shop

Retail prices have not followed. In shops, No 2.5 atta sells for Rs 170 to 180 a kilo, and maida and fine flour for Rs 185 to 190.

20kg bag, week to 29 October:

- **Karachi:** up to Rs 3,540
- **Hyderabad:** Rs 3,360 to 3,400
- **Islamabad, Rawalpindi, Lahore and other Punjab cities:** Rs 2,200 to 3,333
- **Elsewhere:** about Rs 3,200 on average

Fine atta per kilo was highest in Hyderabad and Quetta at Rs 187, then Karachi (Rs 185) and Islamabad (Rs 183).

Roti and naan prices are unchanged: chapati Rs 20, naan Rs 30 to 35. Tandoor owners told Dawn that LPG at Rs 500 to 550 a kilo cancels out any saving on flour.

## Why prices are sticky

- **Not enough grain yet.** A second ship of 58,132 tonnes is due in Karachi on Tuesday. Karachi wholesaler Rauf Ibrahim said even 750,000 tonnes of imports would not be enough and the country needs more than two million tonnes to close the gap until the new crop arrives between March and May.
- **Retail is unchecked.** Ibrahim said the regulator has not been able to stop shops charging inflated rates, and urged the government to let private traders and millers import wheat.
- **Karachi depends on others.** The city grows no wheat and relies on grain from the rest of Sindh, a miller said.

## What it means for a household

A family using 40kg of atta a month in Karachi pays about Rs 7,080 at the top 20kg bag price. At the low end of Punjab's range, the same 40kg costs Rs 4,400. Flour is a large part of the food basket that drove [October inflation of 9.6%](/news/economy/pakistan-inflation-eases-to-96percent-in-october-2026-from-103percent-in); you can follow the trend on our [CPI page](/data/cpi-yoy).
