> A household using 300 units would pay roughly Rs 768 more before taxes. The Power Division says load management and cheaper RLNG kept the hike from going higher; NEPRA still has to rule.

Electricity consumers should expect their **November 2026 bills to carry an increase of about Rs 2.56 per unit**, the Power Division projected on Thursday 15 October, for the **September fuel cost adjustment (FCA)**. The total comes to roughly Rs 33 billion across consumers, [Dawn reported](https://www.dawn.com/news/2037388/power-division-projects-rs256-per-unit-increase-in-nov-bills-says-bigger-hike-averted-due-to-load-management). The division's own pitch is that the number could have been far worse.

## The numbers

- **September FCA, projected:** Rs 2.56 a unit, added to November bills.
- **Previous month:** the August FCA was Rs 1.11 a unit, charged in October bills, so September's is Rs 1.45 a unit higher. Our October report: [NEPRA approves Rs 1.11 a unit August FCA](/news/economy/nepra-august-fca-october-electricity-bills).
- **Total burden:** about Rs 32.7 billion to Rs 33 billion, according to the Power Division figures Dawn reported.
- **What was avoided:** the division said the adjustment could have been about Rs 3.44 a unit higher without the steps it took, and spoke of a possible Rs 5 to 6 a unit hike in all.

## Why the Power Division says it was not worse

Fuel prices for power plants jumped with the Middle East conflict and the closure of the Strait of Hormuz, and Qatar has declared force majeure on LNG. The division credits three things:

1. **Targeted load management** of about 2 to 2.5 hours in September, which cut the use of costly furnace oil and diesel plants.
2. **Imported RLNG supplied to power plants at domestic gas prices**, which it says took 83 paisa a unit off the adjustment.
3. Tariff rationalisation and the incremental consumption package for industry and agriculture.

It also said fuel and quarterly adjustments from January to August added only 65 paisa a unit in total, a 1.9% rise over the base tariff.

## Not everyone agrees

Industrial consumers dispute the benefit of the incremental package. They say its Rs 22.96 a unit marginal rate helps a few users while the real marginal cost is about Rs 34 a unit, leaving roughly Rs 11 a unit to be spread over everyone else's tariff. NEPRA heard arguments last week on revising or suspending the package; its decision is still awaited.

## What it costs you

The FCA is charged on every unit you used in the reference month, so the rough extra cost on a November bill, before sales tax and other levies, is:

| Units used | Extra at Rs 2.56 a unit |
|---|---|
| 100 | Rs 256 |
| 200 | Rs 512 |
| 300 | Rs 768 |
| 500 | Rs 1,280 |

## What happens next

This is a projection, not a decision. CPPA-G files the FCA request and NEPRA holds a public hearing before it notifies the final figure; the amount NEPRA approves is what appears on bills. In past months NEPRA has exempted lifeline consumers from FCAs, but whether that applies this time will be in its notification. We will update this page when NEPRA rules.
