# September power bills carry Rs 2.58 more a unit: July FCA plus quarterly charge

> NEPRA has stacked a Rs 2.06 fuel adjustment and a 52-paisa quarterly charge on September bills. Here is what it adds for 100 to 500 units, and who is exempt.

Electricity consumers of every ex-WAPDA company and K-Electric will pay **Rs 2.5775 more on each unit** in their September 2026 bills, before sales tax and other levies. Two separate NEPRA decisions are stacked on the same bill.

## The two charges

NEPRA decided the July FCA on 4 September 2026. The Central Power Purchasing Agency (CPPA-G) had asked for Rs 2.5182 a unit; the regulator allowed Rs 2.0581 after its own adjustments. The quarterly charge was notified on 7 September through SRO 1501(I)/2026. Distribution companies had sought about Rs 33 billion under it, and NEPRA allowed roughly Rs 12.6 billion.

## Why fuel costs jumped

The fuel cost of power actually generated in July came to Rs 9.1511 per unit, against a reference of Rs 7.0929 built into the tariff. The gap is the FCA. Dawn reported that costly spot LNG cargoes were the main driver.

For comparison, the June FCA that appeared in August bills was 75 paisa a unit. The fuel line on your September bill is almost three times larger.

In October and November, only the Rs 0.5194 quarterly charge continues, unless NEPRA approves a new FCA for August, which would be decided separately.

## Who is exempt

According to the NEPRA decision, the July FCA applies to all consumer categories of K-Electric and the ex-WAPDA companies except:

- lifeline consumers
- electric vehicle charging stations
- prepaid electricity consumers

The FCA does apply to units billed under the incremental consumption package. The quarterly charge does not apply to those incremental units, and the same three groups are exempt from it.

## Frequently asked questions

**Will the Rs 2.06 fuel adjustment also be charged in October?**

No. NEPRA's July 2026 fuel charges adjustment of Rs 2.0581 a unit is charged in September 2026 bills only. The quarterly adjustment of Rs 0.5194 a unit continues in October and November bills.

**Who does not pay the September FCA?**
