Every federal civil servant in **BS-17 and above** has until **30 October 2026** to file an asset declaration, and a month after that to fix mistakes. But the public will see only part of what they declare. Finance Secretary Imdadullah Bosal told parliamentarians the government will publish "selected non-sensitive sections" of the declarations, citing security concerns, Dawn reported on 25 September.

## Who has to file

Civil servants in BPS-17 and above, under **Section 15-A of the Civil Servants Act, 1973** and **Rule 12 of the Civil Servants (Conduct) Rules, 2026**. The Establishment Division runs the process with the Federal Board of Revenue.

## What happens to the declarations

- The **FBR will verify** declarations on a risk basis, comparing them with what it already holds (tax returns, property records, bank data).
- Discrepancies go back to the **Establishment Division**, which can start disciplinary proceedings.
- Only a selection of each declaration will be made public. The full statements stay with the government.

## Why it is happening now

Publishing senior officials' assets is one of the governance commitments Pakistan made to the **International Monetary Fund**, with the December 2026 date tied to that programme. Parliamentarians questioned why officers should get partial disclosure when politicians' full asset statements are published by the Election Commission every year. The government's answer was security.
