The Cabinet Division notified a fresh set of austerity and fuel conservation measures on Thursday, 17 September 2026. They take effect immediately and run for three months. The headline change for ordinary shoppers: shops shut at 9pm.

## The new closing times

- Shops, markets and shopping malls: 9pm
- Marriage halls and marquees: 10pm
- Restaurants, cafes and food outlets: 11pm
- Takeaway and home delivery: no time limit

The notification exempts a long list from the closing times: pharmacies, hospitals, bakeries, tandoors, dairy shops, petrol and CNG stations, EV charging points, gyms and sports facilities, IT companies and call centres.

There is also a rule for weddings. Only one dish may be served at marriage-related functions and events.

## What the government is cutting on its own side

- Fuel for official vehicles cut by 50 percent for three months
- A complete ban on buying vehicles
- Durable goods purchases stopped, except IT equipment
- A three-month ban on foreign official travel, with economy class only where a trip cannot be avoided
- A 5 percent cut to the non-ERE budget for FY2026-27, deducted monthly
- Official dinners banned except for visiting foreign delegations
- Government-funded seminars, training sessions and conferences stopped
- Teleconferencing preferred over in-person meetings

Armed forces, civil armed forces and law enforcement vehicles are exempt, as are FBR vehicles in operational use and vehicles attached to development projects. Requests for other exemptions go to a monitoring committee, which sends recommendations to the prime minister.

## Why the government is doing this

Fuel is the reason. Petrol is at Rs 391.22 a litre and high speed diesel at Rs 421.45, and the supply position has been tight since the Saudi pipeline shutdown. The petroleum minister said this week that stocks are covered for September and October, but the government is now trying to cut consumption rather than rely on imports at these prices.

A 50 percent cut in official vehicle fuel is the single biggest line in the order. There is no published rupee saving target in the notification.

## What it changes for you this week

If you shop after work in Lahore, Karachi or Rawalpindi, the practical difference is that a 9pm closing leaves you a much shorter evening window than the 10pm and 11pm most bazaars have been keeping. Plan the weekly grocery run earlier.

For a wedding booked this month, the marquee has to wind up by 10pm and the caterer is down to one dish. Couples with contracts already signed will need to talk to the hall about the menu clause.

Dinner out still works, because restaurants have until 11pm. If you miss that, delivery is not covered by the order.

## Enforcement

The notification does not set out penalties. Enforcement of market timings in Pakistan normally falls to district administrations, so the fines and sealing powers will come from provincial and district orders rather than this federal notification. Sindh has historically run its own timings, so watch for a separate Sindh notification before assuming the 9pm rule is being enforced in Karachi tomorrow.
