> The presidential statement, adopted by consensus on 5 November, builds on resolution 2788 from Pakistan's July 2025 presidency and calls for mediation and open channels even after fighting starts.

**The UN Security Council adopted by consensus a presidential statement initiated by Pakistan** on "the role of diplomacy during active hostilities" on Thursday 5 November, the Foreign Office said, [The Express Tribune reported](https://tribune.com.pk/story/2638855/unsc-adopts-pakistan-initiated-statement-on-role-of-diplomacy-during-active-hostilities). Pakistan is serving a two-year term on the Council for 2025 and 2026.

## What the statement says

- It reaffirms the Council's commitment to settling disputes peacefully under **Chapter VI of the UN Charter**.
- It stresses that diplomatic work must continue **after fighting has started**, through mediation, good offices and keeping channels of communication open, to reach ceasefires and lasting political settlements.
- It builds on **Security Council resolution 2788 (2025)**, adopted unanimously during Pakistan's presidency of the Council in July 2025.

The Foreign Office called it "an important collective political reference point" for the Council's work on de-escalation and dialogue, and said it reflected Pakistan's "continued commitment to multilateralism, dialogue and diplomacy".

## What a presidential statement is

A presidential statement (PRST) is read out by the Council's president on behalf of all 15 members. It needs every member's agreement, which is why consensus matters, but unlike a resolution it is not legally binding. It sets out the Council's shared position and is cited in later debates and resolutions.

## Why Pakistan pushed it

Pakistan has made mediation a theme of its term. It has offered and hosted talks during this year's Gulf war, and its diplomats have argued at the Council that talks must not stop when guns start firing. Our earlier report covered [Pakistan's statement at the Council on Iran's nuclear programme](/news/politics/pakistan-at-un-security-council-iran-nuclear-situation-has-sharply-deteriorated).

The statement does not name any conflict. Its weight will show in whether Council members point to it in the crises now on its agenda, from the Gulf to Ukraine, where the US, Russia and Ukraine meet in Abu Dhabi next week.
