The Anti-Corruption Establishment's Gujranwala region says 900 of the property mutations recorded in a single revenue estate look bogus. The estate is Mouza Ladhiawala Warraich in Gujranwala. The 900 come out of 4,987 mutations reviewed across roughly two years, from 1 July 2024 to 4 May 2026.

The cost to the provincial exchequer is put at more than Rs 114.86 million in taxes and duties that were never paid.

## How the gap was created

The method described is simple and it is the reason the numbers do not match. Stamp papers used in the transfers carried a declared value above Rs 3,000 but had actually been bought for Rs 500. Because stamp duty and the related charges are a percentage of the declared value, understating the paper understates the whole bill.

On top of that, ACE found names on the physical documents that did not match the online record, and property numbers that did not match either. A mutation that reads one way in the register and another way on the portal is exactly the kind of entry that is hard to unwind years later.

Inquiries are under way against revenue officials who served in the estate during that period, including four tehsildars, two patwaris and the assistant commissioners posted there. Around 1,800 buyers and sellers may be called for questioning. ACE is also looking at the use of private verification teams that charged extra fees.

## Why this matters if you bought property in Punjab

If a mutation in your chain of title is later declared bogus, the problem does not stay with the official who recorded it. It lands on whoever holds the property now. Three checks are worth doing before you sign anything, and they are worth doing again if you bought in Gujranwala district in the last two years.

**Check the stamp paper against its actual price.** The declared value on the paper should match what was paid for it. A vendor's record and the serial can be verified at the treasury or through the e-stamping system.
