Starlink has met **1 of the 4 requirements** it needs to sell satellite internet in Pakistan. The other 3 depend on rules the government has not yet formally issued, the company's Pakistan director Sikander Naqi told ProPakistani on 17 September. There is still no official launch date and no official Pakistani price. ## The 4 requirements and where each stands Naqi listed the conditions as follows: 1. **SECP registration: done.** The company is registered as Starlink Internet Services Pakistan (Pvt) Ltd. 2. **Space regulations: waiting for approval.** Naqi said the regulations have reportedly been finalised and are going through the government's internal approval process. 3. **Fixed Satellite Service (FSS) licence from PTA: not yet possible.** He said consultations were held and the licensing framework has now been finalised. However, Starlink cannot apply until the framework is officially issued. 4. **Security clearances: pending.** These are part of the same framework and involve extensive vetting, including checks on foreign directors. According to Naqi, everything except the SECP registration is "operator-specific" and can only be formally completed after the government officially issues the FSS licensing framework and the space regulations. ## What PTA told the Senate On Monday 14 September, PTA chairman Maj Gen (retd) Hafeez Ur Rehman briefed the Senate Standing Committee on IT and Telecom. He said a satellite internet company must first clear the SECP, then the Pakistan Space Activities Regulatory Board (PSARB) and the Interior Ministry. Only then does PTA process the licence. He said **no satellite internet application is currently pending with PTA**, because PSARB is still working on its regulatory framework. According to the chairman, 4 to 5 satellite internet companies want to operate in Pakistan. Starlink first approached PTA in February 2022. ## How long this has taken - **21 March 2025:** PSARB gave Starlink provisional registration. The permission is temporary and lets the company plan ground infrastructure until full regulations are in place. - **15 April 2026:** PTA introduced an FSS licence framework for satellite internet sold directly to consumers. - **24 August 2026:** In a written reply, the government said the draft satellite communication rules for low-earth-orbit systems were in final consultations. It said PTA's licensing framework would go to the federal cabinet shortly. Besides Starlink, it named OneWeb, Shanghai Spacecom and Sateliot as interested companies. ## What it means for you - **No launch date:** neither Starlink nor PTA has given one. Any date you see online is a guess. - **No Pakistan price:** Starlink has not published Pakistani package or dish prices. Figures on social media are conversions of foreign prices, not official rates. - **Nothing to buy yet:** until PTA issues a licence, no authorised Starlink service is on sale in Pakistan.
