> One-time payments, rates due in November, no crop insurance needed: how the Trump administration's new farm aid will work.

**The US government will pay American farmers $8 billion (about Rs 2.2 trillion) in one-time "Harvest Fuel Relief" payments to offset the high diesel and input costs of the 2026 harvest**, President Donald Trump and Agriculture Secretary Brooke Rollins announced on Monday 19 October, according to the [US Department of Agriculture's release](https://www.usda.gov/about-usda/news/press-releases/2026/10/19/trump-administration-announces-8-billion-harvest-fuel-relief-program). "Farmer" was a rising search in Pakistan on Tuesday as the news spread, and [Business Recorder](https://www.brecorder.com/news/40445080/us-to-launch-8-billion-support-program-for-farmers-to-offset-diesel-costs-trump-says) carried the announcement.

## How the $8 billion will be paid

- **Who runs it:** the USDA's Farm Service Agency, using its powers under the Commodity Credit Corporation Charter Act.
- **Who gets it:** producers of the main "Title I" crops, plus growers of other commodities such as specialty crops and fishermen. Crop insurance is not required.
- **How much:** a uniform formula pays a share of modelled 2026 losses using a national average built from planted acres, cost-of-production estimates and USDA yield and price forecasts.
- **When:** payment rates for Title I crops come in **November**; the method for other commodities and the application window will be announced later. Farmers are told to set up a Login.gov account now, and those already linked to USDA will get pre-filled applications.

Rollins called it an investment that "will help bring certainty to our farmers during this harvest". Producers of non-Title I crops can send their fuel-cost data to USDA to help set rates.

## Why diesel is the problem

US farm groups have been asking the White House for diesel relief since early October, and the oil shock from the Middle East has kept fuel dear: Brent crude was [near $110 a barrel](/news/markets/asian-stocks-fall-kospi-down-361percent-brent-near-dollar110-ahead-of-ai) on Tuesday morning. Harvest is the most fuel-hungry part of a farmer's year, with combines, tractors, grain dryers and trucks all running at once.

This comes on top of earlier aid: the USDA says its Farmer Bridge Assistance programme paid **$12 billion to more than 560,000 farmers**, and nearly **$14 billion** went out through its two crop-support programmes about two weeks ago.

## What it means in Pakistan

Pakistan's farmers face the same diesel squeeze at harvest and wheat sowing, without a cash scheme of this size. Diesel here is priced fortnightly, with the latest readings on our [diesel price page](/data/diesel-price). Bigger US subsidies can also keep American grain and soybean prices competitive on world markets, which matters for what Pakistan pays for imported edible oil and feed.
