Officers back from foreign study must show their degree or be marked absent
The Establishment Division's revised SOPs also put every officer's surety bond liability on their personal file, to be checked before any career decision.
Federal civil servants who return from a foreign scholarship, study leave, academic programme or deputation must now hand in proof of the qualification they went abroad for, or risk being treated as absent from duty, under revised standard operating procedures (SOPs) issued by the Establishment Division, ProPakistani reported on Monday.
What officers must submit
With the joining report, a returning officer must attach:
- a certified copy of the degree certificate, or
- an official academic transcript, or
- if the foreign university has not yet issued the degree, an official letter from the institution confirming the officer's academic standing and explaining the delay
The Training Wing of the Establishment Division keeps these documents and the joining report in a central record.
The consequences
- An officer who does not provide the documents without a verifiable reason may be treated as absent from duty, and the return to duty may not be formally processed.
- An officer who does not submit a joining report at all may be classed as absent without authorisation, and the case referred to senior officials.
- A pending extension request does not count as leave: officers must report back when the sanctioned leave or deputation ends, whether or not the extension has been decided.
Surety bonds go on the personal file
Officers who study abroad at government expense usually sign a surety bond promising to serve for a set period after return. Under the new SOPs, the Training Wing sends the Executive Wing a liability statement for every such officer, listing:
- the scholarship and training costs
- recoverable emoluments (pay and allowances drawn while away)
- the required period of service after return
- what would breach the bond and the amount then recoverable
The statement goes on the officer's personal file and must be put up whenever a decision on their career or terms of service is taken. Resigning without the required permission, or abandoning service, can lead to recovery of the amount owed.
What it means if you are abroad now
If you are a federal officer on study leave, collect your transcript or a letter from the registrar before you fly back, and do not count on an extension request to cover extra time. Keep a record of what you drew in pay while away: our salary breakdown calculator helps work out monthly pay and deductions, which is the starting point for any bond recovery figure.
The report does not give the notification number or say whether degrees must also be attested by the HEC; we will add the notification when it is published.
