Sindh raises house rent allowance for Secretariat staff from 50% to 85%, from 1 July
CM Murad Ali Shah approved the rise after SENWA protests. It is backdated to 1 July and will now be paid every three months.
The Sindh government has raised the house rent allowance for Sindh Secretariat employees from 50% to 85%, backdated to 1 July 2026, ProPakistani reported on Tuesday 20 October. Chief Minister Syed Murad Ali Shah approved the increase after protests by the Sindh Secretariat employees' association, SENWA.
The Finance Department's notification, which would set out the exact base and the grades covered, had not been published online when we checked on Tuesday night.
What changes
| Before | After | |
|---|---|---|
| House rent allowance rate | 50% | 85% |
| Effective from | 1 July 2026 (backdated) | |
| How it is paid | Four instalments a year, every three months, straight into employees' bank accounts | |
| Who | Sindh Secretariat employees | Sindh Secretariat employees |
The government says the new rate brings Sindh Secretariat staff in line with what secretariat employees get in the other provinces, according to ProPakistani.
What it means for your pay
Because the increase runs from 1 July, eligible employees should be owed arrears for July to September, the first quarter of the 2026-27 fiscal year. With the allowance now paid quarterly, the first instalment at the new rate is the one to check on your bank statement.
An illustration, assuming the percentage is applied to the same base as before: an employee whose allowance was Rs 20,000 a month at 50% would get Rs 34,000 a month at 85%, Rs 14,000 more, or Rs 102,000 a quarter. Your own figure depends on your grade and the base the notification uses. Our salary breakdown calculator shows how allowances add up to your take-home pay, and the income tax calculator what the extra allowance does to your monthly tax, since house rent allowance is taxable salary income.
Who is not covered
The decision, as reported, covers the Sindh Secretariat only. Employees in attached departments, district offices, schools and hospitals across Karachi, Hyderabad, Sukkur and the rest of Sindh are not mentioned, and nothing has been announced for them.
What to do
- Secretariat staff: ask your section's accounts officer for the notification number and when the July to September arrears will be paid.
- Other Sindh employees: wait for an official notification before expecting any change; associations outside the secretariat have not been told of an increase.
We will add the notification here when the Sindh Finance Department issues it.
