HEC degree attestation in 2026 is fully online and paperless. You apply at eservices.hec.gov.pk, upload scans of your CNIC and documents, pay Rs 3,000 per document through a 1Bill consumer number, and download an e-Attestation Certificate from your account once your university confirms the record. There is no office visit, no hard copies and no agent, according to HEC's degree attestation page (checked 5 October 2026).

HEC degree attestation fee 2026
The fee is Rs 3,000 for each document you choose: a degree, a transcript (result card, detailed marks certificate), a provisional certificate issued by the university's examination office, or an HEC equivalence letter. The portal calculates the total from what you tick.

HEC says the fee is not refunded, adjusted or transferred if you pick the wrong document, so tick only what you need and have in hand.
Step-by-step: how to apply for HEC degree attestation online
- Sign up or sign in at eservices.hec.gov.pk. New users choose "Sign-up". Then open Degree Attestation from the menu on the left of the dashboard.
- Enter personal details: name, father's name, date of birth, gender, marital status and address. These must match your CNIC and your degree exactly, or HEC will not start the case.
- Enter degree details: level, duration, degree title, campus or affiliated college, session, and the registration, roll, seat or serial number printed on the document. Tick only the programme you want attested.
- Choose documents for attestation: degree, transcript, provisional certificate or HEC equivalence letter. The fee updates as you select.
- Upload scans: your CNIC (front and back) and each document as a clear, legible PDF, plus a passport-size photo on a plain blue or white background. Extra papers go under "Other Documents".
- Verify and submit: review everything, tick the undertaking and continue. You are responsible for every detail entered.
- Pay through 1Bill: click "Proceed for Payment" to get a consumer number. Pay it through your banking app, internet banking or any 1Link channel, then click "Verify Payment". The application is only submitted to HEC after the payment is verified; until then it sits as saved or pending payment.
- HEC scrutiny: HEC checks your details against NADRA, checks that the documents are complete and consistent, and confirms the degree meets its rules. If something is missing, the case comes back under "Revision Requested" or "Task Assigned to Me" with remarks.
- University verification: HEC forwards the case to your university, which checks your record and sends its decision back.
- Download the e-Attestation Certificate: after a final review HEC issues the certificate, tells you by SMS and email, and you download it from your HEC portal account.

Documents you need
- CNIC, front and back (scanned)
- Degree, transcript or provisional certificate, as clear PDFs
- Passport-size photo, plain blue or white background
- Medical or nursing degrees: your PMDC or PNMC registration card or certificate, uploaded under Other Documents
- MS or MPhil started after 7 November 2013: the programme must have an HEC NOC; HEC keeps a campus-wise NOC list on its additional requirements page
- PhD: your name must appear in HEC's PhD Country Directory
How long HEC attestation takes
HEC does not publish a fixed number of days. The time depends mostly on two things: how quickly you clear any deficiency HEC raises, and how quickly your university verifies the record. Check "Track Application" regularly and answer remarks the same day; a case waiting on you does not move.
What HEC will not attest
- Photocopies: HEC no longer attests photocopies.
- Documents with overwriting, erasures or alterations: get a corrected copy from your university first.
- Foreign degrees: HEC does not attest them. It issues an equivalence letter for a foreign qualification, and that letter can then be attested through the same portal.
Transcripts can be attested before the final degree is issued, including incomplete ones, provided the university states the status (for example "degree in progress") and you pick the matching option in the form.
Common mistakes that send applications back
- Spelling mismatch between CNIC and degree in your name or father's name. Fix it at the university or NADRA before applying.
- Wrong degree title entry. The portal can list one programme several ways (MBA, M.B.A., Master of Business Administration). HEC advises checking every version and choosing the one with your campus or department.
- Blurry scans or phone photos. Upload clear PDFs.
- Paying but not clicking "Verify Payment". The case stays unsubmitted.
- Paying for documents you do not have yet. The fee is not refunded.
- Ignoring "Revision Requested". Edit through "View/Edit" and resubmit; the case will not move otherwise.
Beware of fake HEC callers
