Public Finance Management Specialist (SPPS-II), Finance Division, Islamabad

The Finance Division is hiring one Public Finance Management Specialist on contract in SPPS-II scale, working under the Additional Finance Secretary (Budget). The post is advertised on the National Jobs Portal.

The work

• Revenue and expenditure forecasts (annual, half-yearly, quarterly) and fiscal data for credit rating agencies.
• Analysis of budgets of Divisions, attached departments and autonomous bodies, and indicative budget ceilings for civil government, defence, pensions, subsidies and the PSDP.
• Budget reform: Budget Manual update under the Public Finance Management Act, output-based budgeting, mid-year reviews, fiscal risk statements and training for budget officers.

Who qualifies

• Master's or higher in Finance, Economics, Accounting, Statistics or equivalent (MBA Finance, M.Com, MPhil Economics and similar are listed).
• At least 10 years in public finance, fiscal or revenue management, or budgeting, with a good grasp of Pakistan's PFM reforms and donor-funded programmes.
• Advanced spreadsheet and database skills.

SPPS-II (Special Project Pay Scale), contract appointment.
