Senior citizen card Pakistan 2026: NADRA benefits for over-60s, lifetime CNIC, priority counters and home service
If you or your parents are 60 or older, NADRA offers priority counters, a home visit for those who cannot travel, face verification when fingerprints fail and an ID card that never expires. Here is how to use each one, step by step.
Pakistanis aged 60 and above get four NADRA facilities: priority counters at every NADRA office, the Manpack home service for those too frail to travel, facial recognition when fingerprints are too faint, and an identity card that never expires once it is issued after 60. NADRA announced these on 22 September 2026, ARY News reported. Pensioners also get NADRA's Proof of Life Certificate free of charge, ProPakistani reported.
Many people search for a "senior citizen card Pakistan". In NADRA's announcements these benefits come with your ordinary CNIC once you are 60: there is no separate NADRA senior card to apply for. Provinces run their own senior citizen schemes under provincial law; check your provincial social welfare department for those.
Who counts as a senior citizen for NADRA
Anyone aged 60 or above with a CNIC. Not sure of the exact date you or a parent turned 60? Work it out from the date of birth with our age calculator.
The four NADRA facilities for over-60s
| Facility | What you get | Who it is for |
|---|---|---|
| Priority counters | Served first at every NADRA office in the country | All citizens 60+ |
| Manpack home service | NADRA staff come to your home with portable registration kit | Eligible seniors who cannot visit an office because of age or weakness |
| Facial recognition | Face verification instead of fingerprints | Seniors whose fingerprints are too faint to verify |
| Lifetime ID card | A CNIC issued after 60 does not expire and never needs renewal | Anyone whose card is issued after turning 60 |
How to get a lifetime CNIC after 60, step by step
- Check your card's expiry date. If it was issued before you turned 60, it still carries an expiry date.
- Renew once after your 60th birthday. Renew at a NADRA Registration Centre or online through the Pak Identity portal or app, which can deliver the Smart NIC to your home, according to NADRA.
- Ask for the priority counter when you arrive at a centre. Take your existing CNIC.
- If fingerprints fail, ask for facial recognition rather than being sent away.
- Pay the fee for the category you choose (normal, urgent or executive). Fees vary by card type and priority; see our NADRA fee calculator.
- Collect or receive the card. The new card issued after 60 has lifetime validity.
How to request the Manpack home service
The Manpack service is for seniors who cannot reach an office. NADRA has not published detailed eligibility rules in the announcement, so:
- Call the NADRA helpline: 1777 from a mobile, or +92 51 111 786 100 (24 hours), listed on nadra.gov.pk.
- Explain that the applicant is 60+ and cannot travel because of age or illness.
- Ask what proof of condition they need and when a team can visit.
- Keep the applicant's current CNIC and any medical note ready for the visit.
NADRA also runs mobile registration vans and biker services for people with limited mobility, according to ProPakistani.
Proof of life certificate for pensioners, free
Pensioners must prove they are alive to keep receiving a pension. NADRA's Proof of Life Certificate is free, and you can get it in six ways:
- PakID app, from home. This is the easiest route.
- A family member's PakID account, for a pensioner who cannot use the app, after identity verification.
- e-Sahulat franchises, at more than 5,000 locations.
- NADRA Registration Centres, more than 988, with a preferential line.
- Union councils, at 500 locations.
- Mobile vans, biker service and Manpack for those who cannot travel.
NADRA's National Pensioners Register already covers pensioners paid through the Controller General of Accounts and the Military Accountant General, and authorised banks can check proof-of-life status directly.
Common mistakes to avoid
- Waiting in the general queue. Ask for the priority counter: it is at every office.
- Giving up when fingerprints fail. Face verification is now an option for over-60s.
- Renewing again and again. A card issued after 60 never expires.
- Paying an agent for a proof of life certificate. It is free at NADRA, e-Sahulat and union councils.
- Going in person when a parent is bedridden. Ask for Manpack or use PakID.
