CNIC without birth certificate: NADRA window for women closes 31 December 2026

NADRA has repeated that women aged 18 or over who never got a birth certificate can still get their first CNIC, as long as they apply by 31 December 2026. A married woman can use a computerised Nikah Nama in place of the birth certificate; an unmarried woman relies on a parent's or sibling's CNIC. The authority restated the facility on 27 and 28 September; it was first announced in February 2026 as a time-bound window.

Who qualifies and what to bring

The rules as NADRA set them out in February, and as reported again this week:

A deceased parent or husband does not automatically block the application: according to NADRA's guidance reported by Aaj News, it can go ahead if that person's record is on NADRA's database and the family link can be verified.

Where and what it costs

Apply in person at any NADRA Registration Centre with the documents and the relative who will give biometrics. The announcement names no special counters, so any centre that issues first-time CNICs should take the case.

The one mistake you cannot undo

NADRA has warned that the parents' names, date of birth and place of birth you give at the counter go on the card as entered, and cannot be changed later. Without a birth certificate there is no document to correct you, so:

• Agree the exact spelling of both parents' names with the relative who comes with you, and check it against their CNIC.
• Use the date of birth that matches your school certificate, Nikah Nama or any other record you already hold, so your papers do not contradict each other later (passport, bank account, BISP, property).
• Read the printed form carefully before you give your thumbprint.

Why this matters

NADRA puts adult registration at 98.3%, which leaves about 1.7% of adults with no CNIC, and it says the gap is widest among women and in districts where birth registration is weak. Without a CNIC a woman cannot open a bank account, register a SIM, apply for BISP payments, sign property papers, or get a passport.

What to do next

1. Collect the Nikah Nama (for married applicants) and the parent's or sibling's CNIC.
2. Take that relative to the nearest NADRA centre well before December; queues usually build near a deadline.

ProPakistani's report of this week's statement gives the end date as both 31 December and 21 December 2026 in different places; every other report, including NADRA's February announcement, says 31 December. Apply earlier rather than later.
