CSS exam overhaul: 40pc pass mark, no negative marking, Urdu allowed

The federal government has finalised a civil service reform package costing about Rs 11 billion, approved at a consultative session chaired by Planning Minister Ahsan Iqbal. The target for implementation is 120 days. Two years of committee work sit behind it.

For anyone sitting CSS, the exam changes matter most. None of it is notified yet, so the next advertisement from the Federal Public Service Commission is still the rule that binds you.

What changes in the CSS exam

The five compulsory papers stay: Essay, Precis and Composition, Islamiat, Pakistan Studies and Current Affairs.

The bigger structural idea is cluster based examination. Instead of one paper set feeding every group, candidates would sit clusters or separate examinations tied to the occupational group they want, and be placed by specialisation rather than by an allocation formula.

Eleven specialised groups

The package proposes 11 professional cadres, covering human resources, law, engineering, science and technology, IT and telecom, energy, climate, agriculture and forestry, education and health.

The point is to stop a generalist officer being posted to run a power sector or a hospital system with no background in it.

National Executive Service: BS-20 and above opens up

This is the change serving officers will argue about. A National Executive Service would cover grade 20 and above at the federal level, excluding the Police Service and the Foreign Service.

• Open competition. Officials, academics and private sector professionals apply on the same terms.
• Five-year contracts against predetermined key performance indicators.
• Screening by FPSC, then a competency assessment and interview.
• Multi-day assessment modelled on the armed forces' ISSB selection.

A career civil servant no longer walks into a BS-20 slot by seniority. A private sector manager can.

Performance, pay and the structure

• Evaluations twice a year, against published criteria, not one confidential report a year.
• 5 percent of employee expenditure set aside for performance-based honoraria.
• Annual performance agreements between each ministry and the Prime Minister.
• The Establishment Division becomes the Human Resource and Organisation Development Division.
• Federal decision-making drops from five tiers to three.
• The National Management Course is cut from 18 weeks to 10.
• Training institutions merge into a National University of Public Administration.

What a candidate should do now

Nothing has been notified. Prepare for the exam as advertised, and watch for the FPSC advertisement rather than press reports, because the medium of the paper and the screening threshold are the two things that change how you study.

If the 40 percent threshold and the removal of negative marking both land, the arithmetic of the screening test changes completely: guessing stops being punished, and the bar moves up seven points. Those two pull in opposite directions and largely cancel for a well-prepared candidate. They are brutal for someone who was scraping through on 34 percent.
