The Pakistan Electronic Media Regulatory Authority (PEMRA) has directed satellite TV channels to comply with its ban on live coverage of explosions, shootings and terrorist attacks, ProPakistani reported on 14 October. It is a reminder of an existing order dated 20 February 2023, not a new ban.

The direction comes as an emergency is in force in Khyber Pakhtunkhwa and security operations continue in Balochistan.

What channels must do

  • No live broadcast of such incidents on news and current affairs channels.
  • Only verified information: channels may air details confirmed by the relevant government department or law enforcement agency, both during the event and in later reports.
  • Time delay: an effective delay mechanism must be in place on transmissions.
  • Editorial boards: each channel must have an independent editorial board.

Penalties

Violations will be dealt with under Sections 29A, 30 and 33 of the PEMRA Ordinance. Section 30 covers suspension or revocation of a licence and Section 33 covers fines; PEMRA's notice as reported does not set a specific amount.

What it means for viewers

During an attack, expect TV channels to show studio updates and official statements rather than live pictures from the scene, and expect first figures to come from police, rescue services or ISPR. Social media will often move faster and less accurately: check any casualty figure against an official source before sharing it.

Coverage rules for TV do not apply to individuals' social media posts, which fall under the Prevention of Electronic Crimes Act. For a plain guide to your telecom and internet rights see our telecom guides.
