CDA offers HEC 25 acres in I-17 for the 250 acres in Kuri now inside DHA's Margalla Enclave
HEC paid more than Rs 1 billion for the Kuri land in 2007 for two universities. It has rejected the swap and wants its land back or an equal plot.
The Capital Development Authority (CDA) has offered the Higher Education Commission (HEC) about 25 acres in Sector I-17 in place of the 250 acres in Kuri that HEC bought in 2007 for two universities, land that now falls inside Margalla Enclave, the CDA and Defence Housing Authority joint venture, ProPakistani reported on 14 October.
HEC has rejected the offer.
The land
- What HEC bought: 250 acres in Kuri, from CDA, in 2007, for more than Rs 1 billion.
- What for: the University of Engineering, Sciences and Technology and the National University of Law.
- Where it went: Margalla Enclave, the CDA-DHA housing scheme in Kuri that covers about 18,000 kanals.
- What CDA offers now: about 25 acres in I-17, one tenth of the area.
For scale, 250 acres is 2,000 kanals; 25 acres is 200 kanals. Convert any plot size with our plot size converter.
HEC's position
An HEC official said the commission never asked for land in I-17 and questioned how CDA could offer so little for 250 acres. HEC wants either its original Kuri land or an equal alternative, with immediate possession.
What happens next
The item was on the agenda of the CDA board's Monday meeting but was not taken up; it is expected at the next one. In 2025 the board had decided to move land reserved for government educational institutions and universities to the institutional sector in I-17.
Why it matters for buyers
Margalla Enclave plots trade on the promise of a planned sector with institutions around it. Anyone buying should confirm the approved layout plan with CDA and DHA before paying, and check stamp duty and property tax on the deal.
