World Bank approves $150 million Sindh PREP to raise property tax in Karachi's 25 local councils
About 70% of the property tax collected will go back into roads, drains and services in the councils that collect it.

Karachi property tax is getting a $150 million push: the World Bank's board has approved the Sindh Property Revenues Enhancement Programme (Sindh PREP) to improve how urban immovable property tax (UIPT) is collected and spent in Karachi's 25 local councils. The World Bank's Islamabad office announced the approval on Saturday, Dawn reported.
At Saturday's interbank rate of Rs 276.75 to the dollar, the financing is worth about Rs 41.5 billion.
What the money is for
- Better UIPT collection in the participating councils: the aim is to raise how much property tax Karachi actually collects from the homes, shops and offices that owe it.
- Stronger councils: building the capacity of local councils to plan and deliver municipal services.
- Money spent where it is raised: about 70% of the UIPT collected will go straight back into municipal infrastructure and services in the councils that took part.
- Who benefits: the World Bank puts the primary beneficiaries at 3.58 million residents.
Why Karachi's councils need it
Sindh's local councils get more than 95% of their revenue from provincial transfers, which leaves them with little control over their own budgets for streets, drains, parks and waste. Property tax is the main local tax a city can grow on its own, and the programme ties its collection to visible improvements, the case the World Bank makes for why residents should pay.
World Bank country director Bolormaa Amgaabazar and senior urban development specialist Davison Muchadenyika spoke for the bank in the announcement. The bank has not yet published collection targets or the programme's timeline; we will add them when the project documents are out.
What it means for you
If you own property in Karachi, expect the councils to work harder on records, valuations and billing, and check your bill against what you owe. Our property tax calculator gives a first estimate, and the rental yield calculator shows how the tax eats into rent if you let a flat or shop.
Owners in Punjab face their own changes: the province has already added a Suthra Punjab cleaning fee to property tax bills.
