CDA seals Islamabad Villas near Bani Gala: check this before you pay a file
The scheme on Kurri Road was being developed with no approved layout plan and no NOC. CDA had warned buyers twice in public notices. Here is how to verify a scheme before any money changes hands.

The Capital Development Authority has ordered the sealing of Islamabad Villas, a private housing scheme on Kurri Road in Zone IV near Park Enclave and Bani Gala, and directed the demolition of illegal structures on the site. Both the project site and its management offices are covered by the order.
The reason is straightforward: development had started without an approved layout plan and without the mandatory No Objection Certificate from CDA. Under the CDA Ordinance 1960 and the regulations made under it, a private sponsor cannot develop a housing scheme in Islamabad without those approvals.
This was not a surprise to the sponsors. CDA issued notices on 13 June 2025 and again on 23 July 2026 directing them to stop development, marketing, sale and purchase, allotment and transfer of plots. The authority also published warnings in national newspapers and on its website.
Who loses money in this
Not the sponsor, usually. The people holding files in an unapproved scheme are the ones exposed. A file in a scheme with no NOC is a claim against a private company, not a title to land, and when enforcement action lands the resale market for those files evaporates first and fastest.
The four checks before you pay anything
- Ask for the NOC by number, then verify it with the authority, not the agent. In Islamabad that is CDA, which publishes approved schemes and public warnings on cda.gov.pk. In Lahore it is LDA, in Karachi SBCA and the relevant development authority, in Rawalpindi RDA.
- Ask for the approved layout plan. A scheme can hold a planning permission for part of its land and be selling files against land it does not control. The approved layout plan shows which sectors and blocks are actually covered.
- Check the land record separately. Get the mutation and the khasra numbers checked in the relevant record of rights. Punjab's revenue authority flagged 900 of 4,987 mutations as bogus in a single Gujranwala estate this month, which is the scale of the problem in transfers alone. See our report on that.
- Read the payment plan as a contract, not a brochure. Note what happens to your instalments if the scheme loses its NOC, and whether the refund clause is time-barred.

Write to the sponsor by registered post asking for the NOC number and approved layout plan, and keep the receipt. Keep every payment proof. File a written complaint with CDA's enforcement directorate, and be aware that the usual recovery route runs through a civil suit or a complaint to the relevant consumer or housing authority rather than through CDA itself.
