RDA acts on Signature City Rawalpindi: how to check a scheme before you pay

The authority says the scheme, formerly Century Town, was marketed on WhatsApp and YouTube without approval. The case has gone to the cyber crime agency.

The Rawalpindi Development Authority has moved against the advertising and marketing of Signature City Housing Scheme, formerly known as Century Town, in Mouza Gurha Bherta and Begga Sheikha.

An RDA spokesperson said the scheme was illegal and its sponsors promoted it on social media, WhatsApp, YouTube and other online platforms without approval from the competent authority. The authority has begun legal proceedings and issued a notice under Section 12(5). It has also referred the online advertising to the National Cyber Crime Investigation Agency in Rawalpindi.

The rule the sponsors broke

Rule 46(1) of the Punjab Development Authorities Private Housing Scheme Rules, 2021 does not allow a sponsor to advertise, or to offer plots or housing units for sale, through print or electronic media or by any other means, without prior approval.

The rule exists because the advertisement is the transaction in Pakistan's plot file market. Money changes hands on the strength of a brochure and a WhatsApp forward long before a single road is laid. Stop the advertising and you stop the money.

This is the second RDA action in Rawalpindi this month, after a separate move against illegal schemes on 19 September.

How to check a scheme yourself, in about twenty minutes

You do not need a lawyer for the first pass. You need four things, and any sponsor who will not hand them over has told you what you need to know.

  1. Ask for the NOC number and the approving authority by name. In Rawalpindi that is the RDA. In Lahore it is the LDA, in Islamabad the CDA, in Karachi the SBCA or the relevant board.
  2. Check that number against the authority's own published list of approved and unapproved schemes. Every development authority in Punjab publishes one. Do not accept a scanned NOC on WhatsApp as proof; scanned approvals are the most forged document in this market.
  3. Ask which mouza the land sits in and confirm the approval covers that mouza. Schemes routinely hold approval for one block and sell files across land that has no approval at all. Signature City is the example in front of you.
  4. Check the layout plan is approved, not just the scheme. An approved scheme with an unapproved layout means your plot number may not exist when the map is finally sanctioned.

Before you sign

Once you get past the NOC, the costs arrive. Stamp duty, registration and the transfer fees are the part buyers most often underestimate: price them with the stamp duty calculator, which covers Punjab, Sindh and Islamabad. If you already bought

A file in an unapproved scheme is not automatically worthless, but it is not a property either. Put your payment receipts, the allotment letter and every advertisement you were shown into one folder, then take it to the RDA's own complaint desk. The referral to the cyber crime agency means there is now an open case to attach yourself to.
