PIFRA Salary Slip: Registration and Online Salary Slip Download Guide

The PIFRA salary slip is the monthly pay statement that federal and provincial government employees in Pakistan get from the SAP payroll run by the Accountant General offices. You no longer need to visit the account office for it: after a one-time PIFRA salary slip registration with your email address, the slip for each month arrives in your inbox. This guide covers registration, online salary slip download, what to do when the email does not arrive, and how to fix a wrong slip.

What PIFRA is and who it covers

PIFRA (Project for Improvement in Financial Reporting and Auditing) is the programme that moved government accounting onto SAP. In Khyber Pakhtunkhwa, for example, SAP was introduced at the AG office in May 2003 and salaries have been processed on it since October 2003, according to AG Khyber Pakhtunkhwa.

Your slip comes from whichever office pays you:

• Federal employees in Islamabad: Accountant General Pakistan Revenues (AGPR), Islamabad.
• Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan employees: the provincial Accountant General, or the District Accounts Office (DAO) under it.

AGPR and AG Sindh both link the email slip service on the PIFRA portal at m.pifra.gov.pk, which is why it is known as the PIFRA salary slip whatever your department.

What you need before you register

Keep these at hand:

1. A Gmail address. AGPR's own link describes the form as "Enter E-Mail that registered with Gmail". Use an address you check and will keep for years.
2. Your personnel number (also called personal number), printed on any old slip or available from your office's DDO or accounts clerk.
3. Your CNIC number, name, father's name and date of birth exactly as they appear in your service record.

The AG Sindh page asks for "your email address and other official data", and AG Khyber Pakhtunkhwa asks for personal number, name, father name, CNIC number and date of birth when it sends a pay slip by email. It warns that a request with any wrong or missing detail "will not be entertained", so copy the figures from your last slip rather than from memory.

PIFRA salary slip registration: step by step

1. Open the AGPR website (agpr.gov.pk) and click Email Registration Form (Online Salary Slip and Pension Slip), or go straight to m.pifra.gov.pk/salaryslip_emp. AG Sindh (agsindh.gov.pk) links a video walkthrough of the same process on its home page.
2. Enter your Gmail address and check it twice for typing mistakes.
3. Fill in the official details the form asks for (such as your personnel number and CNIC), copying them exactly from your last slip.
4. Submit the form.
5. From then on your salary slip is emailed to you every month, as AG Sindh describes the service.

Pensioners use the same form: AGPR lists it for both the salary slip and the pension slip.

None of the official pages we checked mentions any fee for registration or for the monthly email. Be wary of private websites that ask for payment or for your details to "register" you; the only form you need is the one linked from agpr.gov.pk.

Online salary slip download

Once registered, the slip arrives as an email each month after salaries are processed. To keep a copy:

1. Open the monthly slip email in Gmail.
2. Download the slip, or open it and use Print and "Save as PDF".
3. Save it in a folder by month. Banks, house-rent claims and income tax returns often ask for recent slips.

If you need an old month or a slip you never received, you can request it from your AG office. AG Khyber Pakhtunkhwa, for instance, has an online Information Enquiry form for a pay slip, pension slip, GP Fund balance sheet or annual income tax statement, and the reply is sent to your email.

Reading the deductions on your slip

Your slip lists gross pay (basic pay plus allowances) and then deductions. The ones people ask about most:

• GP Fund: your General Provident Fund subscription.
• CP Fund (Khyber Pakhtunkhwa): under the Khyber Pakhtunkhwa Contributory Provident Fund Rules 2022, employees appointed on or after 1 July 2022 have CP Fund deducted. AG Khyber Pakhtunkhwa explains that GP Fund applies to all regular provincial employees whatever their appointment date, so a newer employee can see both.
• Income tax: worked out by the SAP system on your projected annual income under FBR rules. If you receive large arrears from previous years, your annual income rises for this year and so can the rate, which is the usual reason tax suddenly jumps.

Common mistakes and how to fix them

• No email after registering. Check the Spam and Promotions tabs in Gmail first. Then check that you typed the address correctly; if not, submit the form again with the right one, or ask your AG office.
• Details do not match. A mismatch in personnel number, CNIC or date of birth is the most common reason a request fails. Copy them from an old slip.
• Using a non-Gmail address. AGPR's form specifies Gmail, so an address on another provider may not work.
• Wrong pay, allowance or deduction on the slip. The email only reflects what is in the payroll. Changes to your pay record go through your office's Drawing and Disbursing Officer (DDO), who sends the change to the AG office or DAO. Ask your DDO first.
• Excess income tax deducted. AG Khyber Pakhtunkhwa states that account offices cannot refund excess tax; a refund is claimed from FBR under section 170 of the Income Tax Ordinance 2001.

• AG Khyber Pakhtunkhwa: the online complaint form (payroll is one of the categories) or complaint@agkhyberpakhtunkhwa.gov.pk. Complaints sent on holidays are processed on the next working day.
• AG Punjab, AG Sindh, AG Balochistan: contact the AG office or your District Accounts Office through its website. AG Punjab says its office sections also issue manual pay slips.
• Your own DDO: for any error in pay, allowances or deductions.
