Ukraine hits Moscow's refinery, and Pakistan's diesel bill is what pays

Ukraine struck the Moscow oil refinery with drones over the weekend in what Russia called the largest attack of the year. Russia said it shot down more than 1,600 drones since Saturday, 450 of them heading for Moscow.

The refinery matters more than the headline suggests. It processed 11.6 million tonnes of crude in 2024 and turns out about 2.9 million tonnes of petrol and 3.2 million tonnes of diesel a year. It is one of the plants that keeps European Russia supplied.

Why this reaches a pump in Lahore

Diesel in Pakistan is Rs 424.04 a litre, against petrol at Rs 389.14. Diesel has been the one going up while petrol drifts, and the reason is that the world is short of middle distillates, not crude.

Two things tightened that market this weekend. Ukraine has been hitting Russian refineries since spring, and enough capacity is now damaged that Russia has fuel shortages of its own. And Russia is extending its ban on diesel exports to 31 October, having first widened it in July to cover all producers rather than just traders and small refineries. The stated reason is delayed maintenance and rebuilding reserves before winter.

Less Russian diesel on the water means the cargoes Pakistan buys compete with everyone else's. That is the same squeeze the Hormuz tanker disruption has been applying from the other direction, and it lands on the same line in the same OGRA price sheet.

What it costs a reader here

Diesel sets the price of moving everything. A 16-wheeler running Karachi to Lahore burns roughly 550 litres. At Rs 424.04 that is Rs 233,222 of fuel one way, against Rs 220,000 at Rs 400 a litre. Freight prices follow within weeks, and so do wheat flour, vegetables and every delivered good.

The human cost of the weekend

Russia reported two people killed in the Moscow region and evacuated 400 residents, including 70 children, from a 21-storey block in Ramenskoye. Ukraine reported four killed in the Kyiv region, among them three children, and damage at 31 sites across five districts, with Fastiv worst hit. Domodedovo and Zhukovsky airports near Moscow restricted flights overnight.

The attacks came despite a claim by US President Donald Trump that both sides had agreed to stop striking energy infrastructure.

What to watch

OGRA's next fortnightly review falls at the end of the month. Diesel is the number to watch in it, not petrol. If the Russian export ban holds through October and refinery damage is not repaired, the pressure on the diesel line does not ease before winter, when northern hemisphere heating demand adds to it.

WTI crude fell 2.34pc on the day, which tells you the market is not pricing a crude shortage. It is pricing a refining one. Those are different problems, and only the second one shows up in what a Pakistani transporter pays.
