BS-17 officers must declare assets by 30 October, but only part will be made public
The government will publish selected, non-sensitive parts of civil servants' asset declarations in December, citing security. Here are the deadlines and how the FBR will check them.
Every federal civil servant in BS-17 and above has until 30 October 2026 to file an asset declaration, and a month after that to fix mistakes. But the public will see only part of what they declare. Finance Secretary Imdadullah Bosal told parliamentarians the government will publish "selected non-sensitive sections" of the declarations, citing security concerns, Dawn reported on 25 September.
The dates that matter
| Step | Deadline |
|---|---|
| File the asset declaration | 30 October 2026 |
| Correct errors in a filed declaration | 30 November 2026 |
| Selected details published | December 2026 |
Who has to file
Civil servants in BPS-17 and above, under Section 15-A of the Civil Servants Act, 1973 and Rule 12 of the Civil Servants (Conduct) Rules, 2026. The Establishment Division runs the process with the Federal Board of Revenue.
What happens to the declarations
- The FBR will verify declarations on a risk basis, comparing them with what it already holds (tax returns, property records, bank data).
- Discrepancies go back to the Establishment Division, which can start disciplinary proceedings.
- Only a selection of each declaration will be made public. The full statements stay with the government.
Why it is happening now
Publishing senior officials' assets is one of the governance commitments Pakistan made to the International Monetary Fund, with the December 2026 date tied to that programme. Parliamentarians questioned why officers should get partial disclosure when politicians' full asset statements are published by the Election Commission every year. The government's answer was security.
If you are a BS-17+ officer
- Match your declaration to your tax return. The FBR check is built on the wealth statement you filed with your income tax return, so the two should agree. If you have not filed your return for tax year 2026 yet, our income tax calculator works out the tax on your salary under this year's slabs.
- Declare family assets as the conduct rules require, including property in a spouse's or dependant's name.
- Use the November window to correct any error rather than leaving it for the FBR to find.
- Value gold and property sensibly and keep the basis. For gold, today's rate is on our gold price page.
We will update this story when the Establishment Division publishes the filing form or the list of what will be made public.
