CDA takes over 5 commercial plazas in Malpur off Murree Road in drive to recover 108 kanals of state land
The Malpur operation has started: five plazas are now in government hands, FIRs over forged land papers are next, and two fuel stations, four more plazas and 25 houses sit on the same disputed land.
Update, 24 October 2026: The Capital Development Authority (CDA) and the Islamabad administration took possession of five commercial plazas in Mouza Malpur, off Murree Road, on Friday evening, the first step in recovering 108 kanals of government land that officials say has been occupied for about 20 years, ProPakistani reported on Saturday. The operation follows the demarcation of state land in the village, reported below.
What happened on Friday
Teams from the ICT administration, the CDA, its Enforcement Directorate and Islamabad Police carried out the operation. A survey of the disputed land found two fuel stations, nine commercial plazas, 25 houses and two warehouses on it, so the five plazas taken on Friday are only part of what the CDA says stands on state land.
Interior Minister Mohsin Naqvi had told the Islamabad chief commissioner and CDA Chairman Sohail Ashraf to apply anti-encroachment law to everyone in the same way. CDA Deputy Director General (Enforcement) Dr Anum Fatima said action would be taken against every unlawful occupant.
Forged papers, according to officials
A review of revenue records found suspected discrepancies in ownership documents, officials said. Some claimants allegedly used records for khasra numbers in the neighbouring Mouza Kot Hathial to claim property in Malpur, and sale deeds checked at a document verification camp reportedly described land about 1.5 km away from the buildings in question. One plaza, officials said, was sold for Rs 5 crore five months ago.
What comes next
- FIRs over the alleged fraudulent land deals.
- Court stay orders obtained by occupants will be challenged through the courts.
- More recoveries will follow on the basis of verified revenue records, the CDA says.
Background: the demarcation (21 October)
The CDA finished demarcating government land in Mouza Malpur, the old village off Murree Road near Rawal Lake, earlier in the week, ProPakistani reported on 20 October. The village, also known as Malpur Rajgan or Phulwari, is one of the oldest settlements inside the capital's limits. The demarcation fixes the boundary between state land and private property, and it is the map the CDA used for Friday's operation.
Malpur sits between Murree Road and the Rawal Lake catchment, a stretch that has filled up with houses, shops and restaurants as Islamabad has grown east towards Bhara Kahu. Land records in old villages often predate the CDA, and families have bought and sold plots for decades on revenue papers, so some buyers may find they are on the wrong side of the line.
If you own or are buying property in Malpur
- Get the khasra number checked against the revenue record (fard) from the Islamabad Land Record Centre, and ask whether it falls inside the demarcated state land.
- Do not pay advance money for a plot or house in the mouza until the seller can show title outside the government boundary.
- Keep your documents together: registry, mutation (intiqal) and any CDA or ICT approvals, in case notices are served.
