NADRA birth certificate 2026: union council process, Rs 100 fee and documents

Your union council, not a NADRA office, issues the computerised birth certificate. Here are the documents, the fee, the 60-day rule, late registration and how it links to the B-Form.

A NADRA birth certificate in Pakistan is not issued by a NADRA office. It is issued by your union council (union committee in some cities), which registers the birth in NADRA's Civil Registration Management System (CRMS) and prints a computerised certificate. In Punjab, registering a birth is free, and the computerised NADRA birth registration certificate costs Rs 100, according to the Punjab Local Government and Community Development Department.

Union council birth certificate vs NADRA B-Form

People often mix these up. They are two different documents, and you need the first to get the second.

So the order is: register the birth at the union council, collect the computerised certificate, then apply for the B-Form.

Documents you need

The Punjab Local Government department lists three things:

  1. CNIC copies of both parents.
  2. The birth slip from the hospital, clinic or traditional birth attendant (dai).
  3. The union council's birth registration form, filled in and signed, with the applicant's thumb impression.

Carry the originals as well as copies. If a parent's CNIC has expired, renew it first, since the birth is entered against the parents' NADRA records.

How to get a NADRA birth certificate, step by step

  1. Go to the union council of the area where the child was born or where the family lives (ask at your UC which applies; most register by the parents' address on the CNIC).
  2. Collect and fill in the birth registration form. Write the child's name exactly as you want it on every future document: the B-Form, passport and CNIC will copy this spelling.
  3. Submit the form with the parents' CNIC copies and the hospital birth slip to the Secretary Union Council.
  4. Pay the fee for the computerised certificate (Rs 100 in Punjab) to the Secretary Union Council.
  5. Collect the computerised certificate on the date you are given (see timelines below). Check every letter and date before you leave the counter.
  6. Apply for the B-Form at a NADRA centre or on the Pak ID app, using the birth certificate.

The 60-day window matters. Register within two months and it is the quickest route; after that it is treated as late registration and takes longer.

  • Registering the birth: free.
  • Computerised NADRA birth registration certificate: Rs 100 (Punjab), paid to the Secretary Union Council.

Sindh, Khyber Pakhtunkhwa, Balochistan and Islamabad use the same NADRA CRMS system through their union councils, but each local government sets its own counter fee. Ask your union council for the current amount and a receipt. An agent who asks for thousands of rupees for a "NADRA birth certificate" is charging for queuing, not for the certificate.

Registering a birth late, or for an adult

If a birth was never registered, you can still do it:

  • Under 7 years old: late registration, 7 working days in Punjab.
  • Over 7 years old, including adults: delayed registration, 20 working days in Punjab.

Bring whatever proves the date and place of birth: the hospital slip, a school leaving certificate or a matric certificate. Adults who need a birth certificate for a passport or a visa abroad should apply early, because the 20-working-day wait sits on top of any appointment wait elsewhere.

Common mistakes to avoid

  • Spelling the name differently from the parents' CNIC (for example "Muhammad" against "Mohammad"). The B-Form and later the CNIC copy the certificate, and fixing it later means more forms.
  • Missing the 60-day window and then needing late registration.
  • Settling for a handwritten union council certificate. Ask for the computerised NADRA (CRMS) certificate, which is the one that ties into NADRA's records.
  • Not checking the printout before leaving. A wrong date of birth is far harder to change later than at the counter.

Getting a mistake corrected

If the certificate has a wrong name, date or parent detail, go back to the same union council with the original certificate, the hospital slip and the parents' CNICs and ask the Secretary Union Council for the correction procedure. Do it before you apply for the B-Form, so the error does not spread to NADRA's record.
