Short answer: the Saudi Umrah visa fee is SAR 300, about Rs 22,140, but a Pakistani passport holder cannot buy it on its own. It is issued only through a Ministry of Religious Affairs (MoRA) certified Umrah company, bundled with a Nusuk service package (hotel and transport) and, since Rabi ul Awwal, a compulsory food voucher of about SAR 20 a day. Once those are added, the visa-side paperwork for a 14-night trip comes to roughly Rs 59,000 to Rs 94,000 per person before flights and hotels. You must enter Saudi Arabia within 30 days of the visa being issued and can stay up to 90 days.

Rupee figures in this guide use the site's riyal rate of Rs 73.8 per SAR (our SAR to PKR page, reading of 2 November 2026). Riyal rates move daily, so re-check any quote on the currency converter before you pay.

Two honest caveats. First, the ministry's own FAQ calls SAR 300 an estimate, so treat it as the official figure rather than a fixed price on your invoice. Second, we could not find a 2026 official statement of the insurance premium. Gulf News reported in January 2023 that the ministry cut it from SAR 235 to SAR 87, and in July 2023 that the cover is included in the visa fees. Ask your operator whether insurance is a separate line or already inside the SAR 300, so you are not charged twice.

The two routes to an Umrah visa

1. The agent route (the normal route for Pakistanis). Pakistan is not on Saudi Arabia's list of countries whose citizens can get a tourist e-visa on a passport alone, and the Ministry of Hajj and Umrah says an external agent cannot issue an Umrah visa without a service package covering at least accommodation and transport. In practice you book through a Pakistani Umrah company, which works with a Saudi Umrah company on the ministry's electronic system. The visa itself is electronic: no embassy visit, no sticker.

2. The tourist e-visa route (only if you qualify). A Pakistani who holds a valid US, UK or Schengen visa that has been used at least once, or who has permanent residence in the US, UK or EU, can apply for a Saudi tourist e-visa on the Ministry of Foreign Affairs platform, visa.mofa.gov.sa, and that visa allows Umrah outside the Hajj season (Gulf News, August 2023). GCC residents can also apply there. You then book the Umrah permit in the Nusuk app. This visa has its own fee, set by the MOFA platform, so check it there; it is not the SAR 300 Umrah visa.

How to apply through an agent: step by step

  1. Check your passport. Six months' validity from your entry date and two blank pages. If it needs renewing, see our passport fee guide.
  2. Pick a certified company. On 15 July 2026 MoRA told pilgrims to book only with companies on the certified list it publishes at mora.gov.pk, and said it will entertain complaints only against certified companies (APP). Booking with anyone else is at your own risk.
  3. Get an itemised quote. Visa, food voucher, insurance, hotel by name and distance, transport, flights and the service charge, each on its own line.
  4. Pay through a bank. The July 2026 rules require package payments through banking channels. Keep the receipt and the contract.
  5. Get vaccinated (see below) at least 10 days before you land in Saudi Arabia.
  6. Hand over documents: passport, CNIC copy, photographs (35 by 45 mm, white background), confirmed return ticket. Wego puts processing at 3 to 5 working days once bookings are confirmed.
  7. Receive the e-visa and check every spelling against your passport.
  8. Fly within 30 days of the issue date.

Vaccinations you must have

Saudi Arabia's Ministry of Health rules for the 1447H season require:

  • Meningitis (ACYW): conjugate vaccine within the last five years, or polysaccharide within three years, given at least 10 days before arrival.
  • Polio: Pakistan is on Saudi Arabia's list of countries with wild poliovirus, so every traveller from Pakistan needs at least one dose of oral (bOPV) or injected (IPV) polio vaccine before travel, whatever their age.
  • COVID-19: proof is required only for high-risk groups such as over-65s, pregnant women and people with chronic conditions. Seasonal flu vaccine is advised.

On the Pakistani side, Border Health Services now checks a NADRA-integrated digital vaccination certificate at departure. Karachi's grace period runs to 10am on 20 November 2026 (ProPakistani, 22 October); Peshawar enforced it from 25 October. Details are on our vaccination deadline page. After the health ministry cancelled the Border Health vaccine contract in late October, Dawn reported that pilgrims must arrange vaccination through their travel agents until a new tender is awarded.

Validity, stay and season dates

  • Entry window: 30 days from issue, cut from three months by the Ministry of Hajj and Umrah from November 2025 (Gulf News, 31 October 2025). An unused visa lapses after 30 days. The ministry's older FAQ still says three months; the newer rule applies.
  • Stay: up to 90 days, with no extension.
  • Movement: you may travel between Makkah, Madinah and other cities, and enter or leave through any international airport.
  • Minimum age: 5 years. Women may travel without a mahram.
  • 1448 AH season (ministry calendar, 17 May 2026): visas from 31 May 2026; last visa issued 9 March 2027; last entry 23 March 2027; everyone out by 7 April 2027.

Worked example: visa-side cost for one adult, 14 nights

Food voucher (14 x SAR 20)Rs 20,664Rs 20,664

Operator service chargeRs 15,000Rs 40,000
VaccinesRs 1,250Rs 4,500
TotalRs 59,054Rs 93,725

This excludes flights, hotels and ground transport, which make up most of the trip. For those, see our Umrah cost from Pakistan guide.

Common mistakes

  • Applying to a company that is not on MoRA's certified list. If it goes wrong, the ministry will not take your complaint.
  • Booking the visa too early. With a 30-day entry window, a visa issued six weeks before your flight is wasted.
  • Paying for insurance twice. Some quotes add insurance on top of a visa line that may already include it. Ask.
  • Leaving vaccination to the airport. The meningitis shot must be at least 10 days before arrival in Saudi Arabia.
  • Forgetting the polio dose. It is a Saudi entry requirement for every traveller from Pakistan, children and adults.
  • Paying cash. The July 2026 rules expect bank payments, and a bank record is your evidence in a dispute.
