The Central Power Purchasing Agency (CPPA-G) has asked NEPRA to add Rs 2.56 a unit (Rs 2.5624 per kWh) to electricity bills as the fuel charges adjustment (FCA) for September 2026. NEPRA hears the request on Thursday 29 October at 2pm at NEPRA Tower in Islamabad, with online participation open, ARY News and PKRevenue reported. Nothing is final until NEPRA decides and notifies it.

Why the fuel charges adjustment is this high

The tariff assumed a fuel cost of Rs 7.46 a unit for September. The actual cost came to Rs 10.02 a unit, and the FCA passes the gap of about Rs 2.56 back to consumers.

According to the CPPA-G figures reported by ARY News, power generation in September cost Rs 127.87 billion in fuel:

FuelCost (Rs billion)
Imported coal37.14
LNG31.93
Local gas13.89
Diesel13.26
Furnace oil11.81
Local coal7.95

Distribution companies sold 12.76 billion units in the month. Diesel and furnace oil, the most expensive fuels, together cost more than Rs 25 billion.

What Rs 2.56 a unit adds to your bill

If NEPRA approves the full amount, the extra charge before GST and duties is:

  • 100 units: Rs 256
  • 200 units: Rs 512
  • 300 units: Rs 768
  • 500 units: Rs 1,280

Who pays and when

The request was filed for consumers of the former WAPDA distribution companies (LESCO, IESCO, GEPCO, FESCO, MEPCO, PESCO, HESCO, SEPCO, QESCO and TESCO). Under the federal policy of a uniform FCA, the figure set for them also applies to K-Electric consumers, PKRevenue reported.

The previous adjustment shows the timing: the August FCA of Rs 1.11 a unit was charged in October bills, with lifeline consumers exempt. Going by the same two-month lag, a September FCA would be charged in November bills. The reports on this request do not say whether lifeline or protected consumers will be exempt; NEPRA's decision will.

What to do

  • Check your units on the October bill: the FCA is charged on the units you used in September, not on November use.
  • The hearing on 29 October can be joined online as well as at NEPRA Tower, PKRevenue reported, so consumers and their representatives can put objections on record.
  • Keep the LESCO or other DISCO duplicate bill handy to compare the FCA line once the decision is out.

We will update this story with NEPRA's decision after the hearing.
