Pakistan, Turkiye, Qatar and Indonesia signed a four-country defence cooperation accord, the "Badr" Memorandum of Understanding, in Doha on Wednesday 21 October, Turkey's Defence Ministry announced in Ankara, Reuters reported through The News. Defence Minister Khawaja Muhammad Asif signed for Pakistan.

The accord covers joint military production, building up the four countries' military capabilities, technical training, and research and development, and is meant to bring their defence industries closer together.

What the Badr accord does

The Turkish ministry said the initiative would use "the unique military production capabilities of each country" to expand defence industrial capacity, and that the agreement "holds substantial economic importance". According to Pakistan Today, the four countries can use what they build together for their own needs and to supply allied and friendly states.

It is a memorandum of understanding on industry and training, not a mutual defence treaty: nothing in the published text commits one country to defend another.

Why it matters for Pakistan

The Badr accord gives Pakistan's defence industry a formal framework for joint projects with three partners at once. Turkiye already has close military ties with Qatar, where it runs a base, and defence-industry links with Indonesia and Pakistan, Pakistan Today noted.

It also comes two months after Turkiye signed a mutual defence pact with Pakistan and Saudi Arabia in August, under which an attack on one is treated as an attack on all. Turkiye has been helping Gulf states including Qatar strengthen their defences during the US-Israeli war with Iran, Reuters reported.
