EV policy 2025-30: Rs 80,000 subsidy proposed on electric bikes, Rs 400,000 on electric rickshaws
The government told the National Assembly it plans 3,000 public chargers by 2030 and a 10% excise duty on EVs above $75,000. The subsidy is still a proposal, with no scheme to apply to yet.
The government has proposed a Rs 80,000 subsidy on electric motorcycles and Rs 400,000 on electric rickshaws and loaders under its New Energy Vehicles (NEV) Policy 2025-30, set out in the National Assembly's question hour on Thursday 22 October, ARY News reported. The policy is still a proposal: no start date, application process or list of eligible models has been announced.
The policy in numbers
| Measure | Proposal |
|---|---|
| Electric two-wheeler (bike or scooter) | Rs 80,000 subsidy |
| Electric three-wheeler (rickshaw, loader) | Rs 400,000 subsidy |
| Public charging stations by 2030 | About 3,000 nationwide |
| Fast chargers on highways | 40, on selected motorway sections and the N-5 |
| EVs priced above $75,000 | 10% federal excise duty |
| Sales tax on EVs | Government rejected an IMF proposal to raise it to 18% |
The policy also plans charging points at existing petrol pumps, local manufacturing of electric motors, battery packs and chargers with technology transfer, easier financing, and a system to recycle and safely dispose of used batteries.
The government also reported that the prime minister has approved a separate five-year auto policy that aims for $6 billion in vehicle exports, more locally made parts and a gradual cut in import duties on vehicles.
What Rs 80,000 means for a bike buyer
Electric scooters on our bike price list start at Rs 137,000 (Evee Mito+, maker's price), so Rs 80,000 off would be more than half the price of the cheapest model if the subsidy goes ahead as proposed. Compare them with petrol bikes on the same list, and see what you spend on petrol now with the fuel cost calculator: at today's petrol price, a rider covering 40 km a day on a bike that does 50 km a litre burns about 24 litres a month.
For a rickshaw owner, the Rs 400,000 proposal matters more: three-wheelers run all day, so fuel is their biggest cost.
What to do now
Nothing yet. Because the subsidy is only proposed, do not pay a dealer who says a bike "qualifies for the government subsidy": there is no approved scheme, list of models or application portal. When a scheme is notified, we will publish who qualifies and how to apply.
Recent EV prices are in our report on the Nora EV price list.
