Customs values imported Norinco 9mm pistol at $140 (about Rs 38,750)
Valuation Ruling 2121/2026 sets the dollar value on which duty and taxes are charged for three Norinco firearms, from all origins.
Pakistan Customs has set new customs values for three imported Norinco firearms, including 9mm pistols, under Valuation Ruling No. 2121/2026 from the Directorate General of Customs Valuation, Karachi, ProPakistani reported on Monday 26 October 2026.
A customs value is the price per piece on which import duty and taxes are worked out. It is not a new tax in itself, but a higher value means more duty on each weapon imported.
The new customs values
| Item | Customs value | In rupees (about) |
|---|---|---|
| Norinco CF98 pistol, 9mm | $140 a piece | Rs 38,750 |
| Norinco CF98 pistol, 9mm (second listed type) | $134 a piece | Rs 37,090 |
| Norinco CQ A5 rifle, .223 Rem | $205 a piece | Rs 56,750 |
Rupee figures use today's interbank rate of about Rs 276.8 to the dollar (dollar rate). The values apply to imports from all origins.
Why the values changed
- The ruling replaces the values for these items in the ruling of 17 May 2023 and its addendum of 23 September 2024.
- Stakeholders had asked for a review, and Order in Revision No. 14/2026 of 25 May 2026 directed a fresh valuation of arms and ammunition.
- Customs could not use the declared transaction value or comparisons with identical or similar goods, because brands, models and declared prices differed too much. It fixed the values by market inquiry under Section 25(7) of the Customs Act, 1969.
What it means
Licensed arms dealers who import these models will pay duty on the new values from now on. The retail price of a licensed weapon in Pakistan also carries the dealer's margin and licence costs, so the customs value is only part of what a buyer pays.
