CSS exam changes: pass mark rises to 40pc, Urdu allowed, result in six months
Consensus on 43 of 46 civil service reforms. What changes for CSS aspirants, and the new National Executive Service that opens Grade 20 jobs to outsiders.

The government has finalised the biggest set of civil service changes in years, with agreement reached on 43 of 46 recommendations from committees formed by the Prime Minister. Planning Minister Ahsan Iqbal led the multiparty consultation in September 2026.
For anyone preparing for CSS, four changes matter immediately.
What changes in the CSS exam
- The pass mark goes from 33 percent to 40 percent. There is no negative marking, but the bar for clearing a paper is seven points higher.
- You can write compulsory papers in Urdu or English. Candidates choose. This is the single biggest change for aspirants from non-English-medium backgrounds.
- Analytical questions in the style of GRE and SAT may be added to the paper.
- The whole exam goes digital, and the recruitment cycle shortens to six months from application to appointment.
The six-month cycle is the practical one. A CSS attempt currently eats the better part of two years between the written exam, the result, the psychological assessment and the interview. Recruitment splits by occupational group
Instead of a single competitive examination feeding every group, the plan moves to cluster-based examinations, or separate examinations for each occupational group. A candidate aiming at the Foreign Service and one aiming at Inland Revenue would no longer sit the identical paper.
A new route into Grade 20 and above
The reforms create a National Executive Service for Grade 20 and above, excluding the Police Service and the Foreign Service. Its features:
- Open recruitment from the private sector, academia and government.
- Five-year contracts with key performance indicators agreed in advance.
- Screening by the Federal Public Service Commission, then a competency assessment.
This is the part career officers will contest hardest. It means a Grade 20 post that was previously reachable only by seniority can go to someone hired from outside. If you are weighing a government offer against a private one, run both through the salary take-home calculator before deciding.
Promotions and retirement
- Senior posts are to be filled on performance-based promotion.
- An officer superseded twice may retire after 25 years of service.
- Selection for the management course moves to a competitive exam, with up to three attempts allowed.
Training
Up to 50 percent of training time is to go to domain-specific knowledge rather than general administration. Officers in Grades 17 to 20 must complete two domain-specific courses. A National University of Public Administration has been proposed.
What is not settled
Three of the 46 recommendations did not reach consensus, and no implementation timeline has been announced. None of this is law yet: the changes need to be notified before they apply to any exam cycle. Candidates preparing now should plan against the current rules and watch for the FPSC notification.
Punjab's own recruitment is moving separately: the PPSC has 1,992 posts open under Advertisement 10/2026, closing 5 October.
