Petrol price unchanged at Rs 377.91 as govt cuts levy by Rs 14.71; diesel up Rs 2.29 to Rs 402.96
Refinery costs jumped, so the government absorbed it through a lower levy on petrol. Diesel users were not spared: a 40-litre tank now costs Rs 91.60 more.
The petrol price today in Pakistan stays at Rs 377.91 a litre, but only because the government gave up part of its levy to hold it there. High-speed diesel (HSD) went the other way, rising Rs 2.29 to Rs 402.96 a litre, according to prices notified by the Oil and Gas Regulatory Authority (OGRA) and reported by Business Recorder on 31 October 2026.
What changed
- Petrol: unchanged at Rs 377.91 per litre.
- Diesel (HSD): up from Rs 400.67 to Rs 402.96 per litre.
- Levy cut on petrol: the petroleum levy collected through refineries was reduced by Rs 14.71 a litre, which is what kept the pump price flat.
Business Recorder's report gives two different effective dates (30 October in the body, 31 October in the lead), so check the price at your pump.
Why petrol should have gone up
The ex-refinery price of petrol rose to Rs 282.26 a litre from Rs 267.13, a jump of Rs 15.13, even though the international petrol benchmark eased slightly from $121.28 to $120.56 a barrel. Without the levy cut, that increase would have landed on motorists.
For diesel, the international benchmark rose from $114.65 to $115.75 a barrel and the import cost went up to Rs 295.03 a litre from Rs 293.12. No levy relief was given on diesel, so the increase passed through.
The taxes and margins that did not move
The Petroleum Division kept these unchanged on both fuels:
| Item | Per litre |
|---|---|
| Petroleum levy | Rs 80 |
| Climate support levy | Rs 5 |
| Dealers' margin | Rs 9.98 |
| Oil marketing company margin | Rs 7.87 |
| Inland freight equalisation margin | Rs 7.51 (petrol), Rs 5.08 (diesel) |
That means roughly Rs 85 of every litre is still levy, the main target of the opposition's campaign for a cut (see our earlier report on the petroleum levy amendment bill).
What it costs you
Using the OGRA-notified retail prices:
- 40 litres of petrol: Rs 15,116.40, the same as before.
- 40 litres of diesel: Rs 16,118.40, up Rs 91.60 from Rs 16,026.80.
- A pickup or tractor filling 60 litres of diesel pays Rs 137.40 more per fill.
Diesel feeds goods transport, tractors and generators, so transporters usually cite even small increases when they revise freight rates. Petrol users, mostly motorcyclists and car owners, get no change.

What to watch
The levy cut on petrol is a cost to the treasury at a time when FBR is already short of its October target. Whether the relief holds at the next review depends on refinery prices and the rupee, now at about Rs 276.75 to the dollar on our USD to PKR page.
